Job Summary
We are seeking a Cobol Programming Developer for a contract/temporary opportunity in Chattanooga, TN. This role supports complex information systems in a government and public sector environment, with a focus on mainframe COBOL development, batch processing, system analysis, coding, testing, debugging, and production support.

Key Responsibilities
- Design, code, test, debug, document, modify, and support COBOL programs, subroutines, scripts, and related application components.
- Analyze system requirements, define scope and objectives, and translate business needs into effective technical solutions.
- Support batch enrollment processing for Facets, including troubleshooting, enhancements, and production support.
- Respond to system failures, performance issues, and production events to reduce downtime and prevent recurring problems.
- Maintain technical knowledge of mainframe environments, AIX, SQL, databases, operating systems, utilities, and related platforms.
- Provide guidance and support to less-experienced analysts or programmers as needed.
Compensation and Benefits
- Pay range: $39.00 to $53.00 per hour.

Required Qualifications and Skills
- Develop and maintain COBOL applications supporting complex information systems.
- Support batch enrollment processing for Facets in a mainframe environment.
- Analyze, troubleshoot, and resolve application issues involving AIX, SQL, and related systems.
- Collaborate with project teams, business users, and technical stakeholders to deliver reliable system solutions.
- Bachelor's Degree in Business, Computer Science, or equivalent work experience required.
- Equivalent experience may be considered as one year of technical experience for each year of college requested.
- 1 year of experience with information technology concepts, application development methodology, terminology, and standards required.
- 3 years of systems and programming experience required.
- 1 year of expert working knowledge of at least one programming language, specifically COBOL.
- Must have experience with batch enrollment processing for Facets.
- Must have AIX and SQL experience.
- Proven mainframe information technology skills required.
- Strong analysis, design, coding, testing, debugging, and documentation skills.
- Ability to interpret and translate technical or complex concepts into clear information for project teams and business personnel.
- Strong organization, reliability, multitasking ability, and work ethic.
- Leadership skills and the ability to guide less-experienced team members.
- Effective communication skills with both technical and non-technical coworkers.
Preferred Qualifications
- Experience serving as a project lead, business systems analyst, or technical lead for small to medium technology efforts.
- Experience supporting phases of medium to large application development or integration projects.
- Understanding of basic financial processes.
- Experience in government, public sector, healthcare payer, or other highly regulated technology environments.
