The Manager of Partner Engagement provides strategic leadership and operational oversight for Treasure Coast Food Bank’s community programs and partner network. This position is responsible for ensuring programs are effectively designed, implemented, evaluated, and continuously improved to meet the evolving needs of neighbors throughout Indian River, St. Lucie, Martin, and Okeechobee counties.

The Manager oversees key program areas including agency partner engagement and compliance, food distribution initiatives, children’s and senior programs, workforce development and job training initiatives, and other community-based programs. This role leads and develops program staff, strengthens relationships with community partners and stakeholders, monitors program performance and compliance, and works collaboratively across the organization to ensure programs deliver measurable and meaningful community impact.

As a member of the Food Bank’s leadership team, the Manager of Partner Engagement helps translate organizational strategy into effective programs that expand access to food and resources, strengthen community partnerships, and advance Treasure Coast Food Bank’s mission.

What will you do as Treasure Coast Food Bank’s Manager of Partner Engagement?

As Treasure Coast Food Bank’s Manager of Partner Engagement, you will lead the people, partnerships, and programs that connect our resources with communities throughout the Treasure Coast. You will provide direction to program managers, coordinators, and other team members while ensuring programs operate effectively, remain compliant, achieve established goals, and respond to changing community needs.

You will work closely with agency partners, community organizations, government entities, funders, and internal departments to identify service gaps, strengthen existing programs, and develop new strategies to better serve our neighbors. You will use program data, community feedback, and performance measures to evaluate impact and guide decisions while ensuring that our partner network receives the support, communication, training, and accountability necessary to succeed.

This position combines strategic leadership with hands-on program oversight and requires someone who can move comfortably between developing long-term strategy, coaching staff, analyzing performance, solving operational challenges, and representing Treasure Coast Food Bank throughout the community.

Essential ResponsibilitiesProgram Strategy & Leadership

• Lead the planning, implementation, management, and evaluation of Treasure Coast Food Bank programs within assigned areas of responsibility.
• Establish program goals, objectives, performance measures, and strategies aligned with the organization’s strategic plan and mission.
• Provide leadership and oversight for agency partner engagement and compliance, food distribution initiatives, children’s and senior programs, workforce development and job training initiatives, and other assigned programs.
• Assess existing programs for effectiveness, efficiency, sustainability, and community impact and recommend modifications or expansion when appropriate.
• Identify emerging community needs, gaps in services, and opportunities for program development.
• Research and evaluate new program models, partnerships, and initiatives that strengthen Treasure Coast Food Bank’s ability to serve the community.
• Translate organizational strategy into actionable program goals and priorities.
• Ensure appropriate resources, processes, and systems are in place to support successful program delivery.

Partner Engagement & Network Development

• Provide strategic oversight of Treasure Coast Food Bank’s agency partner network and partner engagement efforts.
• Build and maintain strong relationships with nonprofit organizations, community groups, healthcare organizations, government agencies, schools, faith-based organizations, and other community stakeholders.
• Ensure agency partners receive appropriate communication, education, training, resources, and support.
• Strengthen partner engagement and identify opportunities to increase partner capacity and expand services in underserved communities.
• Address complex partner concerns and compliance issues while maintaining professional and collaborative relationships.
• Evaluate community coverage and partner capacity to identify geographic or service gaps within the Food Bank’s service area.
• Cultivate strategic partnerships that expand resources, strengthen programs, and improve outcomes for neighbors.

Program Operations & Compliance

• Oversee day-to-day program operations to ensure services are delivered efficiently, safely, equitably, and consistently.
• Ensure programs and partner activities comply with applicable Treasure Coast Food Bank, Feeding America, USDA, federal, state, local, grant, and contractual requirements.
• Establish and monitor processes, policies, procedures, and internal controls that support program quality and compliance.
• Work collaboratively with Operations and other departments to ensure appropriate food and product availability for program needs.
• Support preparation for program-related monitoring visits, audits, inspections, and compliance reviews.
• Identify operational or compliance risks and implement appropriate corrective action.
• Ensure accurate and timely maintenance of required program documentation and records.

Data, Evaluation & Community Impact

• Develop and maintain systems for measuring program performance, outcomes, and community impact.
• Establish and monitor key performance indicators and program goals.
• Review program data regularly to identify trends, service gaps, opportunities, and areas requiring corrective action.
• Analyze program utilization, partner activity, service delivery, and other performance data to support informed decision-making.
• Ensure accurate, complete, and timely program reporting for leadership, funders, government agencies, Feeding America, and other stakeholders as required.
• Prepare and present program performance reports, recommendations, and updates to executive leadership.
• Collaborate with Development and Finance to ensure program activities and reporting align with grant, contract, and funding requirements.
• Use data, partner feedback, and community needs assessments to drive continuous program improvement.

Team Leadership & Development

• Lead, coach, develop, and support program managers, coordinators, and other assigned team members.
• Establish clear expectations, goals, priorities, and accountability for program staff.
• Participate in recruitment, selection, onboarding, training, performance management, and professional development of assigned employees.
• Conduct regular individual and team meetings to promote communication, accountability, collaboration, and problem-solving.
• Identify professional development and cross-training opportunities that strengthen team capacity.
• Foster a positive, collaborative, inclusive, and mission-driven work environment.
• Encourage innovation, creative problem-solving, and continuous improvement throughout the Programs team.
• Work with Human Resources and organizational leadership to address employee relations and performance matters appropriately.

Organizational & Cross-Departmental Collaboration

• Collaborate closely with Executive Leadership and department leaders to ensure program strategies support organizational priorities.
• Maintain strong communication across Programs, Operations, Transportation, Development, Marketing, Finance, Human Resources, and other departments.
• Participate in organizational planning and cross-functional initiatives.
• Communicate program needs, challenges, accomplishments, and emerging trends to leadership.
• Collaborate with Development on funding opportunities and provide program information, outcomes, and data needed for grant proposals and reporting.
• Work with Marketing and Communications to share program impact, community resources, and neighbor success stories as appropriate.
• Participate in budget planning and monitor program resources and expenditures within assigned areas of responsibility.

Community Leadership & Representation

• Represent Treasure Coast Food Bank professionally with community partners, funders, government entities, businesses, and other stakeholders.
• Attend community meetings, coalitions, networking events, conferences, and outreach activities as appropriate.
• Deliver presentations and participate in speaking engagements that communicate Treasure Coast Food Bank’s programs, impact, and mission.
• Stay informed of community trends, public policy developments, best practices, and emerging issues that may affect food insecurity, community services, or Food Bank programs.
• Serve as a knowledgeable organizational resource regarding programs, community partnerships, and service delivery.

Additional Responsibilities

• Support organizational initiatives, special projects, distributions, and community events as needed.
• Perform other responsibilities as assigned in support of Treasure Coast Food Bank’s mission, vision, values, and strategic priorities.
• Essential Business/Emergency Response: Treasure Coast Food Bank serves as an essential community resource during emergencies. In the event of a federal, state, or locally declared emergency, employees may be required to perform regular or emergent duties onsite or in the community based on organizational and community needs.

QualificationsEducation & Experience

• Bachelor’s degree in Nonprofit Management, Business Administration, Public Administration, Human Services, Social Services, or a related field preferred; equivalent combination of education and relevant experience considered.
• Minimum of five (5) years of progressively responsible experience in program management, nonprofit services, community programs, human services, or a related field.
• Demonstrated management or supervisory experience, including responsibility for leading and developing staff.
• Experience overseeing multiple programs, projects, or functional areas strongly preferred.
• Experience working within a nonprofit, food bank, human services, community-based, or mission-driven organization preferred.
• Experience developing and managing community partnerships preferred.
• Experience with regulatory, grant, contract, or program compliance strongly preferred.
