Overview
VTG is seeking an experienced Subject Matter Expert (SME) to provide comprehensive program support to the National Domestic Communications Assistance Center (NDCAC) mission. The SME will serve as a technical and policy resource across multiple functional areas, supporting task requirements tied to lawful electronic surveillance, telecommunications policy, and evolving communications technologies. This role requires a seasoned professional who understands the strategic development, implementation, and operational needs of the NDCAC and can apply deep subject matter expertise to advance program objectives. This position is located in Fredericksburg, VA.
What will you do?
  • Provide program support across multiple functional areas and task requirements related to NDCAC management.
  • Advise on policy development related to lawful access, electronic surveillance (ELSUR), and CALEA (Communications Assistance for Law Enforcement Act) compliance.
  • Support analysis and understanding of modern communications services, including telecommunications infrastructure and social media platforms, as they relate to data evidence collection.
  • Apply expertise in data evidence collection methods to support investigative and operational needs.
  • Contribute to the strategic planning, development, and continued evolution of NDCAC concepts, capabilities, and operations.
  • Lead and manage research and development efforts on projects of major complexity.
  • Plan, conduct, and oversee project execution, ensuring alignment with program goals and stakeholder requirements.
  • Provide regulatory support and guidance related to communications and surveillance-related policy matters.
  • Collaborate with cross-functional teams, government stakeholders, and technical staff to ensure program objectives are met.
  • Prepare briefings, reports, and technical documentation as needed to support program leadership and decision-making.

Do you have what it takes?
  • Must be a US Citizen with a Top Secret clearance.
  • Bachelor of Science degree (or equivalent Bachelor's degree).
  • 10-12 years of relevant technical experience in:
    • Policy development
    • Telecommunications and modern communications services
    • Social media platforms and data evidence collection methods
    • ELSUR (Electronic Surveillance)
    • CALEA and related regulatory support
  • Strong familiarity with the NDCAC concept, including its strategic development, implementation, and operation.
  • Demonstrated strong leadership skills, with proven ability to execute projects of major complexity.
  • Experience planning, conducting, and managing research and development work.
  • Excellent written and verbal communication skills, with the ability to interface with senior stakeholders and technical teams.

VTG's estimated starting pay range is $120,000-$170,000 annually, which is a general guideline for the geographic location. When extending an offer, VTG also considers work experience, education, skill level, market considerations and may possibly include contractual requirements which may cause an offer to fall outside of this range.
