Saber Power Services, a portfolio company of Greenbelt Capital Partners, is a fully integrated electrical power system services firm providing end-to-end solutions across utility, renewables and battery storage, industrial, petrochemical, and other markets. Based in Houston, Texas, Saber Power offers deep subject matter expertise and uses an engineering-led approach to designing, installing, testing, and maintaining medium and high-voltage electrical infrastructure. Saber serves clients locally, nationally, and abroad.

Position Summary:

The Project Development Engineer - Civil develops the civil engineering basis for projects during the early stages of project development by translating client requirements into well-defined engineering deliverables that support estimating, permitting, procurement, and project execution. Working closely with Sales, Estimating, Engineering, Procurement, and Project Management, this role develops conceptual civil engineering solutions, identifies project risks, and establishes clear project scope to improve estimate accuracy and prepare projects for successful execution.

This position focuses on front-end project development, providing the civil engineering expertise necessary to define site development requirements, evaluate constructability, and support successful project execution.

Duties and Responsibilities:
  • Develop the civil engineering basis of design, engineering assumptions, scope boundaries, exclusions, and design criteria for project development efforts.
  • Prepare conceptual civil engineering deliverables including site layouts, grading concepts, drainage plans, foundation layouts, underground utility concepts, erosion control strategies, and preliminary civil design packages.
  • Develop quantity takeoffs and preliminary cost inputs for civil work including earthwork, concrete, foundations, underground utilities, paving, fencing, stormwater infrastructure, and related site improvements.
  • Support estimating activities by developing labor assumptions, material quantities, equipment requirements, and technical clarifications for civil construction.
  • Evaluate client requirements, surveys, geotechnical reports, environmental constraints, existing site conditions, and permitting requirements to identify technical risks, constructability concerns, and scope gaps.
  • Collaborate with estimators, project managers, procurement, engineers, and discipline specialists to develop complete and estimate-ready project definitions.
  • Coordinate civil engineering requirements with electrical, structural, environmental, surveying, and geotechnical disciplines.
  • Apply approved engineering standards, templates, and governance requirements throughout project development.
  • Participate in technical reviews and interdisciplinary coordination meetings supporting proposal development.
  • Document engineering assumptions, lessons learned, and continuous improvement opportunities to strengthen future project development efforts.
  • Support the transition of projects into detailed engineering by providing complete and well-documented civil engineering project development packages.
  • Perform other duties as assigned.
Required Qualifications:
  • Bachelor's degree in Civil Engineering from an accredited institution.
  • Typically 3+ years of progressively responsible engineering experience supporting project development, conceptual engineering, site development, estimating, proposal development, FEL/FEED, or EPC project execution.
  • Experience developing conceptual civil engineering solutions and technical documentation with limited supervision.
  • Working knowledge of civil engineering principles including grading, drainage, site development, foundations, underground utilities, and earthwork.
  • Strong analytical, problem-solving, organizational, and communication skills.
  • Ability to collaborate effectively across multidisciplinary engineering and project teams.
Preferred Qualifications
  • Experience supporting utility, electrical infrastructure, substations, industrial facilities, renewable energy, or heavy industrial projects.
  • Experience preparing conceptual site layouts, grading plans, drainage studies, foundation concepts, or utility layouts.
  • Experience supporting estimating, proposal development, project development, or front-end engineering activities.
  • Experience with Autodesk Civil 3D, AutoCAD, or comparable civil engineering software.
  • Familiarity with stormwater management, permitting requirements, and site development regulations.
  • Engineer-in-Training (EIT) certification preferred; Professional Engineer (PE) licensure is a plus.
