We're currently recruiting for an Engineering Specialist. The primary responsibilities for the job are to provide a high level of engineering design work and project management to prepare plans, technical specifications, cost estimates, and contract documents for the construction of public works capital improvement projects.
The focus of the position will be supporting pump station designs standards, working with the engineering team on pump station rehabilitation projects. Acting as lead for team performing flow and odor control monitoring programs.
This is a full-time, regular, non-exempt union position. This position is covered under the provisions of an agreement between the City and the OPEIU union. The schedule for this position is M-F, 8am to 5pm.

Essential Functions:

  • Prepare, design, and draft capital improvement project plans, technical documents, and cost estimates; managing assigned projects from design through the bid process.
  • Manage and track AutoCAD needs and assist others within the assigned engineering group to prepare capital project plans.
  • Assist with engineering duties related to capital improvement projects which may be assigned by the design engineer during the design and construction of complex capital public works system projects consisting of multiple design disciplines. Assist a design engineer in the preparation of staff reports for presentation to City Council.
  • Apply City design standards used in the design and construction of public works systems.
  • Assist with the facilitation of project meetings needed to address project design.
  • Lead working with procurement in generating bid documents
  • Attend meetings during construction in support of City construction staff. Conduct site visits during construction as needed to support construction when design issues arise
  • Assist with public outreach by providing support at public project meetings, preparing handouts, maps, and mailers.
  • Work closely with operations staff to assist them and gain an understanding of public works systems operational and maintenance needs.
  • Provide technical guidance to other technicians in the design and drafting of capital improvement projects. Manage and track the engineering teams AutoCAD licensing and software. Maintain and develop AutoCAD tools and processes to assist in using AutoCAD to develop capital improvement project plans.
  • Perform other duties and responsibilities as assigned.
Qualifications

Experience and Education

  • Four (4) years of related experience, increasingly responsible technical engineering experience in environmental science, engineering, inspecting or a related field.
  • Equivalent to a Associate's Degree with major course work in engineering or a related field.
  • Equivalent combinations of education and experience may be considered.

Computer Skills

  • Proficiency with AutoCAD
  • Basic skills with Geographic Information Systems (GIS)
  • Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint.

Required Licenses and/or Certifications

  • Possession of a valid driver's license

Knowledge

  • Understand and apply City design standards used in the design and construction of public works systems.
  • Principles and practices of civil engineering and construction management
  • Working knowledge of civil engineering design
  • AutoCAD as it relates to drafting plans and the design of public works systems
  • Terminology, methods, practices and techniques of drafting, computer aided design, and geographic information systems
  • Working knowledge and understanding of the principles and practices of civil engineering
  • Materials, methods, safety standards, techniques, and safety trainings related to public works systems and construction sites
  • Pertinent federal, state and local laws that pertain to: public works systems design and project management
  • Modern office procedures, methods and computer equipment
  • Use of personal computers and basic software
