Job description

Join JRC's Missles & Space Team!

We are seeking a highly skilled Senior Program Analyst to support the Navy Strategic Systems Programs (SSP) Nuclear Weapons Surety (NWS) Policy and Compliance Branch (SP31), Nuclear Sea Launched Cruise Missile (SLCM-N) . This role requires subject matter expertise in Nuclear Weapons Technical Inspections, safety and security programs, incident response, and operational assessments. Responsibilities include providing technical and administrative support for SLCM-N mission support, developing and maintaining NWS training materials, , evaluating NWS policies and program effectiveness, and recommending improvements. The analyst will also assess hazards at weapon-related facilities and support community management for the NW Limited Duty Officer and Chief Warrant Officer communities, including task analysis, metrics, and training. Expertise in radiological emergency response and interagency coordination is essential.

What You'll Do

  • Provide Subject Matter Expert (SME) support and assist the Government with technical analyses, inquiries, research, testing, and data validation for any matter relating to the SLCM-N weapons systems aboard submarines and support facilities.ย 
  • Support the customer by interfacing directly with SSP staff on all matters related to NWS.
  • Assist the customer in identifying, planning, developing, and delivering NWS products, procedures and processes that support SLCM-N .
  • Propose and execute revisions to ordnance documents (OD), Strategic Systems Programs Instructions (SSPINST), and other documentation as required in support of SSP.
  • Provide administration and inspector support for nuclear weapons inspections, including pre- and post-support documentation (checklists, archiving results, report generation, trend analysis, deficiency action resolution) and on-site support.
  • Support sustainment, maintenance, connectivity, training and qualification, and operation of the SSP Emergency Communication Center and related personnel to include Command Duty Officers, Emergency Response Organization, Outreach Events, and After-Action Reports. Support improvements to Information Technology infrastructure.ย  This shall include on-site support by one person from the JRC team during normal working hours.ย 
  • Provide support for sustainment, maintenance, connectivity, training and qualification programs in support of the SLCM-N weapons system to include interactions with the Type Commanders, Groups, Squadrons and SSNs on all matters related to successful employment system and programs required to meet all higher directives, policies and program requirements.
  • Regularly participate in meetings requiring close interactions with various project stakeholders (clients, SMEs, and end users).
  • Support SSP in the preparation of fully coordinated program plans and required documentation to include requirements, master plans, cost estimates, testing plans, and other required documentation. Provide detailed analysis and documentation for critical planning recommendations.
  • Develop and deliver executive-level presentations and program briefs, status reports, memorandums, and formal letters.
  • Track work and schedules to ensure work is completed within scheduled parameters.
  • Produce quality results in a fast-paced and dynamic work environment.

What You Bring to the Table

  • 10 years of experience in the Fleet Ballistic Missile (FBM) / Strategic Weapons Systems (SWS) and Nuclear Weapons Surety (NWS) programs or equivalent SSN TLAM strike operations .
  • An active DoD security clearance at the Top-Secret level or above (or have held and active TS clearance within the last 2 years)
  • Active-duty experience (former Missile Technician, Fire Control Technician, Torpedoman's Mate , Submarine Weapons Limited Duty Officer (6260), or Weapons Officer(1120)) in submarine service.
  • Familiarization of DoD Nuclear Weapons Accident Response Procedures (NARP) and National Incident Management Systems (NIMS) is a plus.
  • Understanding of procedural disciplines required to operate within ordnance documents (OD), special weapons ordnance publications (SWOPs), firing craft procedures (OD44979) , Standard Operating Procedures (SOP) and other related special weapons documentation.ย
