1.0 Job Summary

The Project Manager position will support the design, operation, and construction activities at regional wastewater treatment facilities, primarily in the Houston/Galveston metro area. The Project Manager will provide management of a project team in conceptual development, primary and progressive project engineering support, development and review of specifications, design documents, technical purchasing documents and studies on a project specific basis. The position also requires oversite of project organization, scheduling, implementation, and start-up activities of managed projects. In addition, the position will provide support to the facilities in the Project Manager’s area of technical expertise. The Project Manager is an on-site position and reports directly to the Assistant Director – General Engineering.

2.0 Typical Duties and Responsibilities

2.1 Provide technical and project assistance to various organizational units and all GCA facility locations.

2.2 Assists with the preparation of design plans, specifications, and related documents for the

development of bid packages with engineering consultants.

2.3 Direct work on projects, maintain accurate and timely project reports on activities including task accomplishment, scheduling timetables, milestones and budgetary performance.

2.4 Assist in conducting periodic analyses, studies and reviews of assets and capital projects, including cost-benefit analyses, justifications, and risks within project scope.

2.5 Effectively communicate with facility managers, plant supervisors, contractors, plant operations and maintenance personnel, suppliers, engineers and other employees in a timely and professional manner.

2.6 Prepare appropriate reports and audits and coordinate with reporting and sponsoring agencies,

consultants, legal and compliance experts, contractors and customer/client representatives.

2.7 Maintain strict confidentiality of all project, financial, proprietary, process and other sensitive

information.

2.8 Perform other project management, engineering and special projects duties as required.

3.0 Knowledge, Skills, and Abilities

3.1 Wastewater project management experience, and experience in petrochemical or petroleum refining industries.

3.2 Demonstrated project management capabilities to ensure complex and technical projects are

assessed, planned, scheduled, implemented, and progress on schedule within budgetary and

timeframe constraints.

3.3 Demonstrated experience in project management process, particularly using the stage/gate project delivery process.

3.4 Strong analytical skills with the ability to diagnose and advise effective corrective actions and recommendations and facilitate decision-making on technical matters to project sponsors and support personnel.

3.5 Effective communications in both oral and written forms.

3.6 Experience giving project presentations and capable of presenting and influencing a variety of audiences in technical group meetings or public forum.

3.7 Proven ability and self-motivated to perform with minimal direct supervision to facilitate project objectives from inception to completion.

3.8 Sound knowledge of project management principles, and engineering techniques and processes.

3.9 Perform complex engineering calculations in design, construction or support of wastewater treatment facilities.

3.10 Demonstrated ability to interpret and implement state and federal regulations, contractual agreements, complex contract documents, technical manuals, specifications, building codes and correspondence related to design, operation and construction of capital projects.

3.11 Possess knowledge, behaviors and physical abilities for field work and exposure to extreme environmental conditions working in industrial environments.

3.12 Demonstrated ability to utilize standard office equipment including electronic devices.

3.13 Knowledge of civil, chemical, or environmental engineering principles and methods, strength of materials, surveying, and soil mechanics.

3.14 Ability to interpret technical specifications, contract agreements, correspondence, and memos.

4.0 Environmental conditions

4.1 Work is performed indoors and outdoors, with some exposure to extreme heat and cold and possibly at remote locations.

4.2 Work as Project Manager will involve job assignments as engineering and construction management of general contractors for specific projects.

4.3 Work may involve exposure to potential noise, mechanical, electrical, explosive, fume/odor, dust/mite, chemical, toxic waste hazards with proper precautionary procedures.

4.4 Safety requirements include ability to wear all PPE including full face respirator and supplied air.

5.0 Education, certification, and experience required

5.1 Bachelor’s degree in civil, Environmental, Chemical, Electrical or Mechanical Engineering from an accredited four-year college or university.

5.2 Minimum of ten years of engineering experience including five years of direct experience in project management, design and construction for capital projects.

5.3 Licensure as a Professional Engineer in the State of Texas is preferred or be eligible to apply within one year of employment.

5.4 Posses and maintains a valid Class "C" Texas Driver's License and meet vehicle insurance carrier requirements for insurability.

6.0 Physical requirements

6.1 This is an on-site position that requires presence at GCA facilities including Central Office and remote locations.

6.2 Follow safety policies, practices and procedures and have the ability to wear PPE as required.

6.3 Ability to sit while performing various job functions such as writing, operating computers, and other research, reading and writing activities preparing support documentation and other office activities.

6.4 Ability to sit while performing various job functions such as writing, operating computer, and other office activities.

6.5 Ability to walk, stand, kneel, crouch/stoop, squat, twist upper body, balance and climb while performing project work and other job functions

6.6 Ability to grasp with hands and manipulate equipment such as keyboards, mouse, calculator and other office equipment in the field, industrial, processing and controls, networks, utility and field construction locations.
