Job overview

In this role, you will lead and develop large, high-performing organizations responsible for the end-to-end planning, design, construction, implementation, and optimization of wireline network infrastructure. You will be accountable for construction execution, customer-impacting work orders, workforce planning, and cross-functional coordination to ensure safe, efficient, and cost-effective delivery of telecommunications infrastructure. Your leadership will drive operational excellence across OSP, fiber, and project management functions while supporting network transformation, convergence, and revenue growth initiatives.

What you'll do

  • Lead and develop multi-layered construction and engineering organizations, including hiring, coaching, performance management, and succession planning.

  • Direct the planning, design, construction, and optimization of wireline access infrastructure, including large-scale fiber build and legacy copper transformation programs.

  • Oversee execution of complex, multi-year construction and engineering initiatives, ensuring on-time, on-budget delivery aligned with safety, quality, and regulatory standards.

  • Manage capital budgets, workforce planning, inventory, and supplier coordination to optimize resource utilization and delivery efficiency.

  • Drive convergence and network monetization by partnering with Sales, Marketing, Product, and P&L teams to increase fiber penetration, revenue, and EBITDA.

  • Ensure compliance with industry, company, and environmental standards through strong governance, field oversight, and continuous improvement of Construction & Engineering processes.

What you'll need

  • Extensive experience leading telecommunications construction and engineering operations across fiber, OSP, or related wireline network domains.

  • Strong knowledge of network planning, design, construction execution, and large-scale infrastructure transformation.

  • Proven ability to manage complex, multi-year capital programs with accountability for cost, schedule, quality, and safety.

  • Experience working within union labor environments and managing contractual labor partnerships.

  • Working knowledge of telecommunications construction standards, regulatory compliance, and environmental requirements.

  • Ability to analyze operational and performance metrics to drive prioritization, execution discipline, and continuous improvement.

What you'll bring

  • Bachelor's degree (BS/BA) desired.

  • 10+ years of related experience in telecommunications construction, engineering, or network operations leadership.

  • Demonstrated success leading large organizations, including direct supervision of supervisors and senior staff.

  • Proven ability to design and execute strategies aligned with enterprise goals and operational excellence.

  • Experience influencing hiring, performance management, promotion, and compensation decisions.

  • Experience working in large, highly scaled or regulated environments preferred.
