GENERAL DESCRIPTION:

Under general supervision, the Data Analyst supports Planning and Development Services in all data extraction, transformation, and analysis functions for the department. The incumbent extracts, transforms, structures, and analyzes data on all Planning and Development Services key performance indicators (KPIs) and overall metrics to provide insight into permitting and licensing activities in the Municipality. This position also researches, analyzes, and reports on the Municipality's economic and demographic trends using municipal and third-party data to inform various municipal projects and statutory plans.

RESPONSIBILITIES:

  • Prepares and releases scheduled or ad-hoc reports on Planning and Development Services activities by extracting, transforming, and analyzing permit and licensing data.
  • Supports Planning and Development Services department with strategies and process enhancements to reduce data input errors in the Accela permitting database.
  • Processes and responds to internal and external stakeholder Planning and Development Services data and analysis requests.
  • Supports department with data extraction and transformation from the Accela permitting database.
  • Uses statistical and data visualization tools to implement and maintain an interactive dashboard that provides real-time information and interprets data on permitting and licensing activities in the Municipality.
  • Works with Planning and Development Services to support all Accela functionality improvement efforts through best practice research.
  • Creates documentation that allows stakeholders to understand the steps of the data analysis process.
  • Analyzes municipal-specific primary and secondary demographic and socio-economic data to generate insight into population trends in the Municipality.
  • Supports all infield data collection analysis and reporting during the Municipal census.
  • Other related duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to work independently or in a team and establish and maintain cooperative, collaborative, and productive work relationships.
  • Strong written, verbal, and interpersonal communication skills, with the ability to elicit cooperation from a wide variety of sources.
  • Exceptional research and reporting skills, with the ability to analyze information from a variety of sources and accurately present in a concise manner.
  • High degree of precision and accuracy in data entry, documentation, and investigative procedures.
  • Ability to learn, understand, and apply new technologies in data science and analytics.
  • Strong analytic and problem-solving abilities.
  • Proficiency in computer technology, as it relates to data science and analytics, particularly in the use of spreadsheets, databases, presentation, and data visualization tools (SQL, R, Python, Tableau, Microsoft Power BI, etc.).

EDUCATION AND EXPERIENCE:

  • Degree in Geography, Economics, Computer Science, Statistics, Data Science, Engineering, or other related field is required.
  • Three (3) years of experience in data analysis and research, Geographic Information Systems (GIS), or data science is required.
  • Experience with GIS tools such as ArcMap 10.8 or ArcGIS Pro is an asset.
  • Experience in policy analysis and project management is an asset.
  • Experience working with third-party data sources such as Statistics Canada is an asset.
