Job description

The Opportunity

ASTRO is seeking qualified and passionate candidates for a Business Manager position. The Business Manager supports the Guam Additive Materials & Manufacturing Accelerator (GAMMA) Principal Investigator as well as Guam-based General Manager. This person develops/manages prospective and ongoing customer-accounts associated with U.S. military units, shipbuilders, and Defense contractors based in Guam and the broader Indo-Pacific region. In addition, the Business Manager coordinates and tracks complex projects and proposal development efforts. Finally, the role also ensures projects are executed on time, within scope, and within budget while maintaining compliance with relevant standards and regulations.

Duties/Responsibilities:

  • Manages relationships and develops customer accounts for just-in-time manufacturing and testing for key U.S. Navy-oriented stakeholders, including materiel officers, port engineers, technicians, supply officers, supply chain managers, and other relevant personnel from Submarine Squadron 15, Pearl Guam Detachment, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, Guam-based tenders, and other Pacific-based military units, as well as shipbuilding and sustainment vendors (e.g. General Dynamics Electric Boat, Huntington Ingalls Newport News Shipbuilding, Fairbanks Morse Defense).
  • Oversees, supports, and maintains offerings and contracting services provided via Defense Logistics Agency and Naval Supply Systems Command.
  • Creates project plan including deliverables, milestones, and other important dates.
  • Outlines the tasks involved in the project and tracks execution
  • Supports execution of the formal internal proposal writing process
  • Works with Project Manager (PM) and Chief Financial Officer (CFO) to conduct cost analysis, estimating expected costs for the project.
  • Works with PM and CFO to prepare and implement a budget based on estimates.
  • Works with PM to conduct risk assessments; reports identified risks to management; provides recommendations for mitigation of risk (including termination of the project if appropriate).
  • Addresses questions, concerns throughout the project.
  • Assist with Project Planning and tracking tasks
  • Acts as a liaison between company, customers, and vendors.
  • Works with Contracting Specialist to ensure compliance with federal, state, local, industry, contractual, and company regulations, standards, specifications, and best practices.
  • Performs other related duties as assigned.

Education and Experience:

  • Bachelor’s degree in related field
  • At one year of related experience required.
  • A PMP progress towards a PM, or desire to earn PMP
  • No prior professional project management experience required; students and recent graduates with relevant coursework or internship experience are encouraged to apply
  • The successful candidate will receive mentorship and on-the-job training in project management processes, proposal development, and compliance standards.
