Job description

Summary
Planner III will independently collect, assimilate, and manage land use planning, community planning, and urban design project information for the team; prepare project requirements, constraints, and opportunity mapping and required analysis; assist in the preparation for and participation in client and public information meetings, site data collection visits, stakeholder interviews, charrettes, and in-progress reviews; prepare viable courses of action alternatives for evaluation and installation requirements; and prepare high-quality illustrations and narratives for master plans and site-specific area development plans.

Essential Functions

  1. The Planner II will participate in all phases of document development, apply the guidance and criteria in plan creation, prepare conference minutes, work with facility floor plans and facility category codes, and narratively and graphically apply the planning process to documents such as:
    1. Transportation Network Plans
    2. Utility Network Plans
    3. Constraints Maps
    4. Capacity Plans
    5. Regulating Plans
  2. Have working knowledge of and ability to conduct facility and infrastructure condition assessments.
  3. Develop organization requirements and develop planning documents in accordance with DoD and service-specific planning criteria.
  4. Take an active role in installation visioning and planning charrettes, prepare rough-order-of-magnitude project cost estimates for proposed solutions, and prepare an ECONPACK supported economic analysis.


Competencies

  1. Strong graphic, verbal, and written communication skills.
  2. Strong quantitative problem-solving abilities.
  3. Strong organizational and time management skills with an understanding of project timelines and deadlines.

Required Qualifications

  1. Bachelor's degree in urban planning, architecture, landscape architecture, civil engineering, geography, public policy, or related area.
  2. 5+ years of community OR military planning experience.
  3. AICP, PLA, or RA credentials

Additional Eligibility Requirements

  1. Master's degree in related field preferred.
  2. LEED Green Associate or higher.
  3. EIT credentials desired.

Travel

Travel is anticipated for 1 week per month primarily in the United States.

Work Environment
This position will work mainly in an office setting but may be required to regularly visit construction sites across the United States, Japan, Italy, and Germany.

Position Type/Expected Hours of Work
This is a full-time position. Days and hours of work are generally Monday through Friday, 40 hours per week.
