Job description

ASR is seeking an experienced Senior Technical Writer, Office Supplies and Furniture Branch for an exciting opportunity supporting engineering technical support services for the U.S. General Services Administration's Office Supplies and Furniture Branch. This role supports technical writing, TIMS updates, product and market research, data validation, Item Purchase Description maintenance, cataloging requests, customer support, and documentation for office supplies, writing instruments, paper, toner cartridges, binding and filing items, cases and portfolios, mailing and shipping supplies, business machines, calendars, personal organizers, and office furniture.
Responsibilities:
  • Create, update, and maintain Item Purchase Descriptions for General Products and Security Branch National Stock Numbers through product research, technical writing, data entry, and documentation review.
  • Create, update, and maintain Item Purchase Descriptions within TIMS through product research, market research, technical writing, data entry, and documentation review.
  • Support annual NSN creation and update workload requirements for the branch, not to exceed 3,000 NSNs annually, with an anticipated average of 250 NSNs per month.
  • Complete two-way Item Purchase Description updates within two weeks of receipt.
  • Update TIMS tabs and data fields, including Description, Notes, Item Name Code, KeyFields, Characteristics, SPI, and Components.
  • Determine special instructions, performance standards, exceptions, item labeling, packing, packaging, marking, and product palletization requirements.
  • Record Item Purchase Description changes in the TIMS Notes tab, including the modification performed, date of execution, reason for the change, and individual making the update.
  • Research and apply applicable performance standards and references, including ASME, SAE, FED-STD, MIL-STD, CID, ANSI, QP4, and QPD, using the latest published versions.
  • Research previous technician updates using TIMS, shared GSA network drives, ECF, ImageNow, FLIS, PICS, and GSA Advantage, and coordinate discrepancies with the COR or Senior Method of Supply Associate.
  • Perform market research to identify current manufacturer part numbers and supplier contact information.
  • Submit cataloging requests to add part number references and CAGE codes to TIR-FLIS.
  • Determine correct salient characteristics and specification information for assigned office supplies and furniture items.
  • Record relevant documentation in TIMS, including Safety Data Sheets, product data sheets, Technical Information Reports, and special circumstances.
  • Submit relevant documentation for scanning or upload to ECF or ImageNow within 24 hours or the next workday of completion.
  • Research sustainable product availability and product industry trends to support modernization of Item Purchase Descriptions.
  • Evaluate hazardous products for transportation requirements in accordance with 49 CFR, IMDG, and IATA, and assign Dangerous Article Codes when required.
  • Evaluate Material Safety Data Sheets and Safety Data Sheets to current standards and input data into HMIRS when required.
  • Review technical drawings, data sheets, and supporting technical documentation associated with Item Purchase Descriptions.
  • Validate data housed in PICS, GSA Advantage, and FLIS for each Item Purchase Description updated or created.
  • Verify approved Item Name Code in TIMS matches FLIS and verify accuracy of characteristics fields such as unit of issue, method of purchase, acquisition advice code, and environmental codes.
  • Perform and follow through on NCAL actions to update the FLIS Total Item Record.
  • Notify Engineering Section Division members as directed when changes are made to unit of issue, acquisition advice code, method of purchase codes, NSN activation, NSN expiration, termination, cancellation, duplication, or logistical relocation.
  • Prepare monthly progress report inputs covering NSNs received, NSNs completed, production plans, cataloging requests, PICS requests, risks, issues, and mitigation strategies.

Qualifications:
  • 5 years of technical writing, engineering technical support, logistics, product research, cataloging, Item Purchase Description support, or related experience.
  • Experience creating, updating, or validating Item Purchase Descriptions in TIMS or similar technical information management systems.
  • Knowledge of technical standards and references, including ASME, ASTM, ANSI, SAE, FED-STD, MIL-STD, CID, QP4, and QPD.
  • Experience using or supporting data validation in TIMS, ECF, ImageNow, FLIS, PICS, GSA Advantage, and HMIRS.
  • Ability to research manufacturer part numbers, CAGE codes, product data sheets, Safety Data Sheets, and Technical Information Reports.
  • Ability to produce accurate, complete, professionally written technical documents free of spelling, technical, and grammatical errors.
  • Knowledge of software including Microsoft Office, Google Workspace-compatible formats, Adobe PDF, Visio, and Project, among others. ,
  • Ability to communicate effectively with a diverse range of individuals.
  • Ability to multi-task and prioritize in a fast-paced work environment.
  • Qualified applicants must be able to pass a background check and complete required security, privacy, system access, and PIV-related requirements.
  • Government contracting experience preferred.
