Bachelor's Degree in Computer Science or proven work experience on software development related topics, with two (2) years' experience in software development using Visual Studio C# (technologies: Windows Presentation Foundation (WPF), Windows applications, ASP.NET, Java script, Crystal Reports), with one (1) year of experience using Structured Query Language (SQL) commands to create, alter, and delete database objects.

Essential Duties
Is responsible for the application of systems analysis techniques and procedures, including consulting with users to determine hardware, software or system functional specifications;
Designs, develops, documents, analyzes, creates, tests or makes modifications of computer systems, databases, or programs, including prototypes, based on and related to user or system design specifications;
Assist JPD and other departments such as County Attorney's office, public defender's office, District Clerks, and Law Enforcement, providing technical support related to the applications or systems developed at JPD;
Designs, documents, tests, creates, or makes modifications of computer technologies related or interconnected to operating systems;
Analyzes business requirements and technical specifications;
Works with a team of software developers to deliver products on time;
Demonstrates proficient programming database applications;
Provides software development and infrastructure direction based on experience and continued education of applicable technologies;
Assists in the enhancement and maintenance of the existing internal developed applications such as, but not limited to: Juvenile Management Information System (JMIS), Training Manager, Interns & Volunteers, EPICS system, JPD's Website, JPD's Web Portal, and other Web Services;
Identifies the causes of and determines solutions to communication problems between various law enforcement agencies and JPD information systems; Juvenile Management Information System (JMIS), On-Call Records System (El Paso County Arrest Management System), and the Texas Department of Public Safety's (TxDPS) Criminal Justice System;
Is responsible on the design and development of software applications on multiple platforms, such as Windows Presentation Foundation (WPF), Razor Pages, Blazor, Crystal Reports, and ASP.NET, using the C# language;
Applies required design patterns and development methodology;
Fix data entry errors in the system, manage user access, monitor and maintain information system;
Develops reports with available databases to assist Juvenile Justice Professionals in the performance of their duties;
Designs and analyzes requirements as related to software development requested by end users;
Meets with end users to discuss specification and to follow up on progress;
Provides remote support to end users with issues related to JPD's applications or other software and hardware related issues;
Presents recommendations to management in matters relating to technical solutions and/or improvements to automated systems;
Designs simple to moderately complex programs for solutions of problems using structured software development techniques;
Assists in the creation of operation manuals for the department's in-house systems;
Compiles audio, video, and images to create training material;
Assists in the identification and implementation of process automation;
Assists with database and system analysis to ensure efficiency and effectiveness;
Assists with web design & document conversion;
Provides necessary support for system users; recommends solutions of problems in a multi-shift user operation;
Provides training and support services through oral and written presentations and training sessions for personnel and /or collaborative agencies, including Juvenile Board;
Participates in the Department's Strategic Planning and assists in meeting the strategic objectives of the Information Systems & Records Unit;
Substitutes, if assigned, for immediate supervisor or coworkers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;
Attends and participates in meetings, training and information sessions;
Stays abreast of new trends and innovations in the field;
Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts;

The Software Developer under direct supervision will be assigned job duties designed to assist in the efficient operation of the Information Systems & Records unit. The incumbents' duties include, but are not limited to design, develop, document, analyze, create, and modify computer systems, databases, and processes, identification of and supporting on the troubleshooting of information systems, communication problems, and computers and peripheral equipment, and assists with database management, process analysis, and generating reports.

Other: Has contact with Directors and/or staff in order to coordinate and complete assigned responsibilities, outside departments, vendors, contractors, and other agencies utilizing automated systems or equipment developed and/or maintained by JPD's IT personnel.
Physical Demands
While performing the duties of this job, the employee is regularly required to sit and use hands and fingers to handle or feel. The employee frequently is required to reach with hands and arms; stoop, kneel, crouch, or crawl; and talk or hear. The employee is occasionally required to stand, walk, and climb or balance. The employee will occasionally lift and/or move up to 50 pounds and manually push/pull a dolly. Specific vision abilities required by this job include close vision, color vision, depth perception, and ability to adjust focus. Must be able to operate a vehicle.
Work Environment
While performing the duties of this job, the employee is occasionally exposed to risk of electric shock. The noise level in the work environment is usually moderate. RETIREMENT
Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.
