Job description

Responsibilities
Noblis is seeking a cleared Quality Assurance - Lead to support our customer in Bethesda, Maryland, supporting a SETA contract.
The Quality Assurance lead delivers subject matter expertise across a range of functional areas including quality assurance, quality control, process improvement, and compliance auditing. The ideal candidate will develop and implement quality control systems and standards, monitor and analyze quality performance, and drive a culture of quality within the organization - all within a classified environment supporting the Sponsor's IT programs and services.
Job Responsibilities
  • Develop and implement quality control systems and standards
  • Monitor and analyze quality performance across programs and projects
  • Inspect and test materials, equipment, processes, and products to ensure quality standards are met
  • Direct and coordinate the quality control program
  • Support producing and delivering a Quality Assurance Plan (QAP) describing quality assurance processes, procedures, standards, and controls
  • Define product and process acceptability criteria and methods used to measure, evaluate, and determine compliance
  • Ensure modifications to existing software are evaluated to confirm changes do not cause other problems when implemented
  • Include metrics to track results of QA processes including status and predictive metrics
  • Implement processes and procedures that follow CMMI Level III or similar methodologies
  • Brief summary results of QAP implementation at each Program Management Review
  • Develop and maintain an effective quality control program
  • Provide reviews/studies of product deficiencies, root cause analyses, and other activities
  • Develop and implement procedures to identify, prevent, correct, and ensure non-recurrence of defective services
  • Conduct audits, create audit finding reports, and recommend improvements
  • Identify and implement training needs for the team to ensure understanding of quality standards and goals
  • Drive and promote a culture of quality within the organization

Required Qualifications
  • Active TS/SCI with Polygraph
  • U.S. Citizenship
  • Bachelor's degree in a related field + 6 years of relevant experience, OR Master's degree + 4 years, OR PhD + 2 years, OR associate's degree + 8 years, OR High School diploma/GED + 10 years of relevant experience
  • Demonstrated experience developing and implementing quality control systems and standards
  • Experience monitoring and analyzing quality performance
  • Experience inspecting and testing materials, equipment, processes, and products to ensure quality standards are met
  • Experience directing and coordinating a quality control program
  • Experience conducting audits, creating audit finding reports, and recommending improvements

Desired Qualifications
  • Experience with IC or DoD quality assurance environments
  • Familiarity with CMMI Level III or similar quality methodologies
  • Experience developing and delivering Quality Assurance Plans (QAPs)
  • Experience with root cause analysis and deficiency remediation
  • Experience briefing quality metrics and results to senior leadership at Program Management Reviews
  • Experience identifying and implementing training programs related to quality standards
  • ASQ Certified Quality Manager (CQM), Six Sigma, or equivalent certification
  • Experience with Agile and Waterfall software development quality assurance processes

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $109,800.00 - USD $171,525.00 /Yr.
