Job description

The Closeout Site Inspector is responsible for conducting site inspections to verify that FEMA Public Assistance (PA) projects have been completed in accordance with the approved Scope of Work (SOW) and applicable federal requirements. The inspector documents the final condition of completed work, identifies any discrepancies between approved project documentation and field observations, and provides accurate inspection reports to support the grant closeout process.
Essential Duties and Responsibilities
  • Conduct site inspections of completed FEMA Public Assistance (PA) projects.
  • Verify that work has been completed in accordance with the FEMA-approved Scope of Work (SOW).
  • Document completed work through photographs, field notes, measurements, and other supporting documentation.
  • Compare field conditions with approved project documentation, including scopes of work, plans, specifications, and change documentation.
  • Identify and document discrepancies, incomplete work, improved projects, alternate projects, or potential compliance issues.
  • Verify the existence and condition of permanent work completed under FEMA funded projects.
  • Coordinate site visits with applicants, contractors, and project management staff.
  • Prepare detailed inspection reports summarizing field observations and findings.
  • Ensure inspections comply with FEMA Public Assistance policies, applicable federal regulations, and project-specific requirements.
  • Communicate professionally with municipal officials, state representatives, contractors, and other personnel.

Requirements
Minimum Qualifications
  • High school diploma or equivalent required; Associate's or Bachelor's degree in Engineering, Construction Management, Architecture, or a related field preferred.
  • One (1) to three (3) years of experience in construction, site inspections, building inspections, engineering support, infrastructure maintenance, or related fields.
  • Strong written and verbal communication skills.
  • Proficiency in Microsoft Office applications and mobile technology used for field documentation.
  • Valid driver's license and ability to travel to project sites throughout Puerto Rico.

Preferred Qualifications
  • Experience with FEMA Public Assistance (PA) projects or other federally funded infrastructure programs.
  • Knowledge of FEMA Public Assistance policies, the Public Assistance Program and
  • Policy Guide (PAPPG), and grant closeout procedures.
  • Experience performing construction quality assurance, field verification, or project closeout inspections.
  • Familiarity with GPS-enabled devices, digital photography, and electronic documentation systems.
  • FEMA Independent Study courses (IS-100, IS-200, IS-700, and IS-800) are desirable.

Knowledge, Skills, and Abilities
  • Knowledge of construction methods, materials, and infrastructure systems.
