The Resource Center has been providing services to persons with disabilities in the Chautauqua County area since 1958. From our humble beginnings as a gathering of parents and concerned citizens who wanted to provide educational and training opportunities for persons with developmental and intellectual disabilities, The Resource Center has grown into a comprehensive agency providing services to thousands of persons with all types and levels of disabilities.
The Resource Center is the largest non-governmental employer in Chautauqua County with more than 1,300 employees on its payroll.
The mission of The Resource Center is to support individuals with disabilities and other challenges in achieving maximum independence, contributing to their community, experiencing lifelong growth, and enjoying quality of life.
QUALITY CONTROL MANAGER
RESPONSIBLE TO:
Director of Business Operations
FUNCTION: The Quality Manager has the responsibility to ensure continuous production of quality products in a consistent manner meeting the established customer and military standards; develop, implement and maintain ISO 9001 and TRC Quality System requirements; coordinate and direct the Quality Management System at all production facilities; ensure all facilities and subcontractors maintain an adequate Quality Management System, compliant with establish TRC procedures; Responsible for supervising all aspects of the quality personnel within TRC Allied Industries; organize and supervise quality planning and inspections, in order to meet all customer shipment schedules; responsible for ensuring that all plant facilities maintain adequate Environmental, Health and Safety programs.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Excellent supervisory, customer service, verbal and written communication skills, including the ability to supervise and direct the activities of a quality staff that consists of disabled and non-disabled workers. Strong technical knowledge of state-of-the-art quality systems. Ability to train others in aspects of quality systems relating to production activities. Thorough knowledge of current quality control practices including higher-level quality systems like ISO 9001, Six Sigma, and TQM. Must possess knowledge of, or ability to learn computer software programs applicable to the job, including but not limited to: Excel, Word, Power Point, and Microsoft Office. Must possess an understanding of lean manufacturing and strong problem solving skills. Ability to communicate effectively with customers and others at all levels, both within and outside of the organization. Must have the ability to organize time well and manage multiple time-sensitive, high volume logistics and quality responsibilities effectively and in a timely fashion. Self-initiating with ability to work independently with little direct oversight and supervision. Reliability, flexibility and a willingness to work non-traditional hours as needed or assigned to fulfill assigned duties. Willingness and ability travel for work is essential.
MINIMUM QUALIFICATIONS: Bachelors degree plus four (4) years of quality systems management experience, a minimum of two (2) years of which involved the management of a high level quality assurance system; OR Associates degree and six (6) years of quality management systems experience, a minimum of two (2) years of which involved the management of a high level quality assurance system. Experience in an industrial sewing environment and experience in managing government contract specifications strongly preferred. Valid driver's license with driving record acceptable to agency insurance carrier and the ability to travel for work or equivalent accommodations essential.
IDENTIFIED KEY COMPETENCIES:
DUTIES:
TECHNICAL/FUNCTIONAL:

  1. Responsible for maintaining proper budget performance as it relates to the quality assurance program.
  2. Develop, implement, and maintain TRC's Quality System Requirements, including ISO 9001 conformance and certification. Ensures department managers are engaged with ISO 9001 QMS.
  3. Performs internal audits and maintains QMS to ensure continued ISO certification.
  4. Assigns inspectors to specific the areas within the production floor, shipping and receiving based on ship schedule requirements.
  5. Serves as company liaison with customers, suppliers, and stakeholders relative to quality assurance and product conformance. The customer communication may be communicated through Allied point of contact as required..
  6. Responsible for cost control and the efficient use of manpower, supplies and machines within their purview.
  7. Works with cross functional team including: product development manager, production superintendent, customers, engineers and project managers in the development and design on new products and production processes. Responsible for assigning QA in-process inspection points according to customer requirements and quality control plan.
  8. Investigates systemic quality assurance issues and recommends required corrective action. Has the authority to issue stop work directives based on specific quality issues.
  9. Manages and monitors the production facilities for appropriate environmental, health and safety levels. Participates on facility safety team.
  10. Maintains all quality related tools, fixtures and gauges including required calibration and documentation.
  11. Maintains the current required Digital Certificate, Central Contractor Registry, and Representations and Certifications used in our government contracting.

SUPERVISORY: Responsible for the administrative supervision of all quality personnel including but not limited to:
  1. Hiring, firing, discipline, performance evaluation, in-service education and training, and ensuring that there are an adequate number of staff to fulfill assigned responsibilities.
  2. Ensures that all assigned staff are knowledgeable of, properly trained in, and compliant with departmental and agency-wide policies and procedures related to assigned duties and responsibilities.
  3. Ensures sufficient staffing for the department. Coordinates staff orientation with the Staff Training Department and ensures new hires and regular staff receive ongoing trainings.
  4. Oversees all aspects of the quality workforce including timely completion of new hire paperwork, disciplinary actions and other personnel-related matters.

ADMINISTRATIVE:
  1. Responsible for the administration and management of all Quality Assurance Management System policies and procedures within Allied.
  2. Ensures that all staff job descriptions are updated to reflect changes in departmental and/or agency-wide expectations and practices and that staff are notified and trained accordingly.
  3. Through direct reports ensures quality and regulatory documentation and standards are maintained within specific system requirements and quality specifications.
  4. Works with agency Risk Manager to address specific health and safety issues within the manufacturing facilities.
  5. Promotes TRC's vision, mission and values as related to all contact with consumers, customers and other stakeholders. OTHER DUTIES: 1. Performs all other related duties as needed or assigned.
