Job description

Duties Description The New York State Education Department's (NYSED) Office of Education Policy is seeking candidates for an Associate in Education Improvement Services position in the Office of the P-12 Operational Support (OOS). The incumbent of this position will serve in a "Chief of Staff" role for the Deputy Commissioner of OOS. The Office of P-12 Operational Support coordinates and oversees the work of NYSED program offices to support the operational needs of local educational agencies in New York State, including the Offices of Accountability, Education Management Services, Facilities Planning, P20 Federal Grants, Religious and Independent School Support, and State Assessment.

Duties of this position include, but are not limited to, the following: Confidentially support the P-12 Deputy Commissioner of the Office of Operational Support in the coordination, development and implementation of policy initiatives and projects across program areas to ensure coherence, consistency, and collaboration; Manage the day-to-day operations in the Deputy Commissioner's office to ensure timelines are met and program area managers are kept informed; Work closely with the Deputy Commissioner, colleagues from multiple NYSED program offices, state-appointed monitors, and superintendents of districts with state-appointed monitors to effectively implement State Monitor legislation; Function as P-12 liaison to the Board of Regents (BOR) office by managing the collection, review, and dissemination of P-12BOR items, presentations, and talking points, attending BOR P-12 Education Committee meetings to record votes and create P-12 Education Committee Reports; Plan and coordinate site visits for the Deputy Commissioner to ensure program area goals are met and logistical scheduling is streamlined; Review and ensure the quality of emails, letters, memos, and programmatic reports before they are finalized and made public; Manage and support recruitment and hiring of staff, as needed, for the OOS and its program offices; Represent the Deputy Commissioner of OOS in internal and external meetings, and manage and complete necessary follow-up actions as requested; Assist with activities related to school safety initiatives led by NYSED; Work closely with and respond directly to NYSED senior management, as needed; Supervise professional and support staff in the preparation of written materials, including procurements, correspondence, calendar coordination, and research to assist in the development and implementation of NYSED policies and procedures; and Perform special assignments as needed. Minimum Qualifications NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: Master's degree AND either: 1. Four years of professional experience in an education agency or organization working with elementary, middle or secondary schools in the provision of technical assistance or in the development or implementation of educational programs or educational grants; OR 2.

Possess a New York State permanent or professional certification in classroom teaching, administration and supervision, or school service AND four years of professional experience in a public school teaching common branch subjects in grades Pre-Kindergarten to 6 or teaching academic subjects (English, a language other than English, mathematics, science or social studies) in grades 7-12; OR four years of professional experience working with students in the areas of early childhood and parent education, guidance counseling, school social work, or attendance improvement/dropout prevention. PROMOTION: Current NYSED State employees must have one year of permanent service as an Assistant in Education Improvement Services. COMPETITIVE MINIMUM QUALIFICATIONS: Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Education Improvement Services.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment or a permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility.

Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of master's degree will be required at the time of interview for all candidates.

Verification of master's degree and/or transcripts and if applicable, valid New York State teaching certification in classroom teaching, administration and supervision, or school service will be required for all candidates at the time of interview. If applicable, candidates are required to possess valid permanent or professional New York State teaching certification in classroom teaching, administration and supervision, or school service at the time of hire. Continued employment is dependent upon maintaining valid New York State teaching certification in classroom teaching, administration and supervision, or school service and registering TEACH account every five years, including adhering to all relevant professional development and training requirements as specified by the Office of Teaching Initiatives.

Failure to maintain a valid New York State teaching certification in classroom teaching, administration and supervision, or school service and registration of TEACH account every five years will result in removal from employment. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 5% in-state/Statewide travel.

The schedule for this position will be Monday-Friday, 8:00am-4:00pm, 8:30am-4:30pm or 9:00am-5:00pm. This position leads to a maximum salary of $125,001 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
