Essential Duties and Responsibilities

The Pantex Environmental Compliance Department is seeking a qualified staff augmentation

professional to support National Environmental Policy Act (NEPA) and environmental reviews of projects and construction at the site.ย Employee will report directly to the Manager of the Permitting, NEPA, and Environmental Surveillance Section in the Environmental Compliance Department who will provide direction for the SOW.

Provide the following consulting/professional services, to include:

  • Support developing, managing, and documenting routine NEPA reviews and a site-wide environmental impact statement project.
  • Perform duties as a team member in the Environmental Compliance Department; providing specialty job knowledge and experience to lead the coordination and documentation of NEPA environmental reviews for site projects, including supporting environmental assessments, floodplain assessments, environmental impact statements, and supplement analyses.
  • Partner with subject matter experts, project managers, and external stakeholders to identify, document, and track NEPA checklists, documents, justification for categorical exclusions, and environmental controls for site projects.
  • Organize and manage administrative records to comply with NEPA and environmental review regulations, requirements, and Department of Energy guidance.
  • Demonstrate a high level of proficiency in the use of Microsoft Excel, Word, PowerPoint and other Microsoft Office software to support excellence in written and verbal stakeholder communications.
  • Provide technical writing review and editing to ensure complex technical information in project descriptions for NEPA documents is adapted to retain original meaning and communicate to non-technical audiences.
Education and Licensure
  • Bachelor of Science degree in an environmental, science, or engineering related discipline. (required)ย 
  • Master's degree in an environmental, science, or engineering discipline. (preferred)
Skills, Experience and Qualifications
  • At least seven (7) years of relevant environmental experience; or equivalent combination of education and experience. (required)
  • Due to federal contract security requirements, this position requires U.S. Citizenship. (required)
  • Due to federal contract security requirements, candidates must be able to successfully pass a federal background investigation to secure and maintain DOE Q security clearance. (required)
  • Health & Safety training, medical monitoring, and client-driven drug and background testing.ย 
  • Active DOE Q or L clearance.
  • Substantial experience in NEPA compliance. (required)
  • Knowledge, interpretation, and documentation of applicable Federal, State of Texas, and DOE orders, rules, and regulations relating to environmental impact review, permitting, and compliance in an industrial setting. (required)
  • Working with multi-disciplinary teams to balance industrial mission needs with compliance requirements among combinations of technical, engineering, crafts, and scientific disciplines. (required)
  • Proven abilities to organize, plan, lead, and execute project management responsibilities; demonstrated effective oral and written communication with various stakeholder groups, including peers, regulatory agencies, upper management, DOE oversight, or the public. (required)
  • Demonstrated success in exercising initiative, independent judgment, and discretion while under general supervision with work being reviewed upon completion for adequacy in meeting objectives. (required)
  • Professional experience writing environmental reports, interpretation of local, state, and federal regulations, and coordinating communications among internal and external stake holders across diverse backgrounds in support of NEPA and environmental review compliance. ย (required)

Preferred Qualifications and Location Details:

  • Onsite 2-3 days per week at Pantex Plant in Amarillo, TX.
  • Part-Time Position up to 30 hours per week.
  • Currently slated through fiscal year 2026 with possibility of extension or conversion.
