POSITION SUMMARY: The HRIS Analyst II is a professional position which performs skilled technical expertise to administer the County's Human Resources Information Systems (HRIS) and ensuring data accuracy and integrity. This position reports to the HRIS Manager with the Office of Human Resources. The HRIS division is responsible for the management of the County-wide HRIS platform systems (e.g., ADP, etc.), HR reporting and data management, related payroll and other employee record updates, and employee records management
STARTING SALARY HIRING RANGE: $37.22 - $47.39/Hourly $77,422 - $98,403/Annually *This is the anticipated starting salary range for this position. Please note that the final salary will be determined by the Office of Human Resources, commensurate with experience and aligned to ensure internal equity with similarly situated roles.* CLASS DESCRIPTION: Performs intermediate professional work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes administrative support of a functional program and professional level analysis and coordination of functional office programs and activities
*This is a Classified position, meaning that it is a part of the Howard County Classified Service upon completion of a probationary period of at least six (6) months* ESSENTIAL DUTIES AND RESPONSIBILITIES HRIS Administration and System Management: Assists the HRIS Manager in administering and managing the HRIS, including system administration, system configuration, and data validation. Participates in the design, implementation, testing, and ongoing enhancement of the County's HRIS (ADP). Coordinates system integrations with other County applications such as timekeeping, payroll, position management, and applicant tracking.
Maintains HRIS data integrity by performing audits, executing validation queries, identifying discrepancies, and implementing corrective actions. Coordinates and validates programming changes for pay plan and compensation updates, including system testing and pay scale updates. Assists in maintaining security, confidentiality, and chain-of-custody requirements for HR systems and employee records.
Reporting, Data Analysis and Process Improvement: Develops, maintains, and analyzes standard, custom, and ad hoc reports using ADP Reporting (ADPR) and other reporting tools. Applies strong analytical skills to evaluate business processes, workflows, and industry best practices. Identifies opportunities for process improvements, increased efficiency, and enhanced customer service.
Conducts audits of personnel actions to ensure compliance and identifies discrepancies requiring corrective action. Business Requirements, Documentation and Training: Develops business requirements, functional specifications, user documentation, training materials, and standard operating procedures. Documents and maintains HRIS procedures, business processes, user guides, and training materials.
Provides training and technical guidance to HR staff, Payroll, departmental HR Liaisons, supervisors, and managers. Collaboration and Issue Resolution: Serves as the primary business liaison between Human Resources, Payroll, IT, and departmental HR Liaisons. Collaborates with HRIS Manager, ERP technical staff, Payroll, Information Technology, and departmental users to identify requirements, recommend enhancements, and resolve complex HRIS issues.
Researches, analyzes, and resolves complex HRIS, payroll, and personnel administration issues; escalates technical issues when appropriate. Personnel Actions, Payroll Coordination and Compliance: Reviews and audits personnel actions (appointments, promotions, transfers, separations, etc.) for compliance with policies and collective bargaining agreements. Coordinates employment separations with Payroll and Benefits to ensure accurate processing of final pay, leave payouts, benefits impacts, and related transactions
Researches and prepares responses to unemployment insurance claims and assists with Maryland Public Information Act requests. Project Leadership and Human Resources Technology Initiatives: Leads and participates in HRIS, payroll, and enterprise system projects such as implementations, upgrades, testing, data conversions, and process improvements. Performs project management duties including planning, resource coordination, milestone tracking, risk identification, communication, and ensuring successful project completion.
Covers for the HRIS Manager during their absence. Other Duties: Performs other related duties as assigned. SUPERVISORY RESPONSIBILITIES: This position has no direct supervisory responsibilities; however, it may provide oversight and direction to staff in the absence of the manager.
MINIMUM REQUIRED EDUCATION/EXPERIENCE Bachelor's degree and two (2) years related experience or equivalent combination of education and experience. PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES: Bachelor's degree in human resources management, Business Administration, Information Systems, Management Information Systems, Computer Science, Data Analytics, Data Science, Business Analytics, or a closely related field. Experience working with Human Resources Information Systems (HRIS), payroll systems, timekeeping systems, or other enterprise workforce management platforms.
Hands-on experience using HRIS platforms such as ADP, UKG, Workday, or similar systems. Experience developing, running, analyzing, and manipulating standard, custom, and ad hoc reports. Experience with data analytics, data validation, data auditing, and maintaining data accuracy and integrity.
Knowledge of HR data structures, system tables, employee records, position data, payroll data, and related system integrations. Experience identifying process improvements, documenting business requirements, and supporting system enhancements or implementations. Strong analytical, problem-solving, and organizational skills.
Ability to work independently, take initiative, manage multiple priorities, and function as a self-starter in a technical HR environment. Experience preparing user documentation, procedures, reports, training materials, or system-related guidance.
