POSITION SUMMARY
IB3 Global Solutions is seeking an Acquisition and PPBE Program Analyst to support the Office of the Deputy Assistant Secretary of War for CBRN Defense. The analyst will provide programmatic, acquisition, budgetary, and technical-analysis support for radiological and nuclear defense initiatives serving the National Guard Bureau and the Joint Force.
This position is well suited for an experienced defense program analyst who understands the Department of War acquisition and Planning, Programming, Budgeting, and Execution processes and can translate complex technical and programmatic information into clear recommendations, briefings, and decision materials for senior leadership.
The successful candidate will work with government program managers, technical subject-matter experts, requirements personnel, budget analysts, and other stakeholders to assess capability needs, support investment planning, coordinate program activities, and prepare accurate, executive-level products. Experience supporting nuclear, radiological, CBRN, counter-WMD, science and technology, or other technically complex defense portfolios is highly desirable.
COMPENSATION
  • Annual salary: $85k - 95k
  • Sign-On Bonus: $10k payable after successful completion of the 90-day introductory period

ESSENTIAL JOB FUNCTIONS & DUTIES
  • Provide analytical and program-management support for radiological and nuclear defense programs and capability-development initiatives.
  • Support the collection, validation, prioritization, and documentation of operational and program requirements.
  • Assist with Planning, Programming, Budgeting, and Execution activities, including program assessments, budget-related analyses, investment planning, and preparation of decision-support materials.
  • Gather and validate information from program managers, technical experts, financial personnel, and other stakeholders.
  • Analyze program cost, schedule, performance, technical objectives, risks, milestones, and resource requirements.
  • Support work to enable the development of an integrated and enduring capability for radiological and nuclear defense for the National Guard Bureau and the Joint Force.
  • Support management of requirements collection, validation, and prioritization to inform the PPBE process. Evaluate, integrate, and synchronize DoW's capabilities to address RND.
  • Review and provide technical and analytical assessments on the integration of U.S. material solutions and overall capabilities for RND.
  • Assist in facilitating/coordinating all research, engagements, strategies, and reviews to ensure effective and efficient execution of the RND tasks.
  • Assist in maintaining a resource investment strategy to inform senior OSW leadership decisions on material investments needed to ensure DoW is optimally positioned to address RND.

Requirements
MINIMUM QUALIFICATIONS
  • Possess an active Secret security clearance.
  • A minimum of eight (8) years of relevant DoD/DoW experience in a headquarters, program office, acquisition, requirements, budget, science and technology, military services in related field, and/or comparable staff environment.
  • Experience providing program assessments or analyses involving cost, schedule, performance, requirements, resources, or technical objectives.
  • Working knowledge of the DoD/DoW acquisition environment and the Planning, Programming, Budgeting, and Execution process.
  • Experience preparing briefings, executive summaries, reports, decision materials, or other products for senior government or military leaders.
  • Experience and knowledge of chemical, biological, radiological, and nuclear defense.

EDUCATION AND CERTIFICATION(S) REQUIRED
  • Bachelor's degree in a recognized engineering, scientific, technical, management or related discipline.

PREFERRED QUALIFICATIONS
  • Previous experience working in the Office of the Assistant Secretary of War for Nuclear Deterrence, Chemical, and Biological Defense, Policy and Programs (OASW(ND-CBD)).
  • Experience supporting OSD, the Joint Staff, a military department, DTRA, NNSA, the National Guard Bureau, or another CBRN, nuclear, or counter-WMD organization.
  • Academic or professional background in chemistry, nuclear science, engineering, physics, radiological science, or a related technical discipline.
  • Experience involving countering WMD, defense science and technology; PPBE, budget formulation and/or congressional justification materials.
  • DAWIA or Defense Acquisition Credential Program training or certification.

WORKING CONDITIONS
  • Full-time on site at Marks Center in Alexandria, VA.
  • Work schedule will be established by the government client.
  • Be able to sit for extended periods of time and work on computer.
