Role description:

Arcadis is seeking a Certified Project Manager (Digital Project Controls) to support major transportation projects and programs within our Mobility business line. This role combines project management and delivery leadership with oversight of digital initiatives that strengthen project controls, PMO practices, performance reporting, and digital business solutions. The successful candidate will help implement scalable tools, standards, and processes that improve consistency, transparency, and informed decision-making across projects and programs.

Role accountabilities:

  • Lead transportation project and program management activities from initiation through delivery, including scope, schedule, budget, risk, resources, forecasting, and performance objectives.
  • Manage project delivery commitments by controlling scope, schedule, budget, resources, financial performance, and client expectations in alignment with contract requirements and project objectives.
  • Lead multidisciplinary teams, provide clear direction, delegate effectively, and coordinate internal staff, subconsultants, vendors, and external stakeholders to support successful project delivery.
  • Prepare, review, and oversee high-quality project communications, reports, presentations, lessons learned, and project highlights that support client service, knowledge sharing, and operational consistency.
  • Oversee the development and implementation of digital PMO standards, governance practices, procedures, templates, and delivery frameworks that improve consistency, accountability, scalability, and alignment across project and program teams.
  • Lead the development of digital project controls and performance management initiatives, including schedule oversight, risk management, forecasting, corrective action planning, project metrics, key performance indicators, reporting methodologies, and decision-support practices.
  • Define business requirements and oversee development of digital tools, dashboards, reporting systems, workflow automation solutions, and digital delivery applications that strengthen project management, project controls, and PMO standards in collaboration with Arcadis digital delivery professionals.
  • Conduct project and program reviews to evaluate delivery performance, identify risks, assess improvement opportunities, and strengthen operational effectiveness.
  • Provide coaching, mentoring, and training to project managers and project teams on project management, project controls, and delivery best practices.
  • Support strategic pursuits and business development efforts with expertise in project delivery, project controls, scheduling, risk management, forecasting, and operational planning.
  • Promote a culture of collaboration, accountability, continuous improvement, and client service throughout project teams and programs.

Qualifications & Experience:

  • Bachelor's degree in Engineering, Construction Management, Business Administration, Project Management, Transportation, or a related field.
  • 15+ years of experience in transportation project management, project controls, program management, infrastructure delivery, or related transportation roles.
  • Experience managing project scope, schedule, budget, risk, forecasting, and performance reporting.
  • Experience developing, implementing, or supporting project management office (PMO) functions, project governance processes, or enterprise project delivery systems.
  • Experience leading cross-functional teams and coordinating stakeholders across multiple organizations or programs.
  • Experience supporting major transportation infrastructure projects or programs.
  • Experience developing and utilizing project performance metrics, dashboards, reporting systems, or management analytics.
  • Proficiency with Microsoft Office applications, including Excel, Word, PowerPoint, Teams, and SharePoint.
  • Strong written, verbal, presentation, and facilitation skills.
  • Strong leadership and organizational skills.
  • Excellent communication, facilitation, and relationship-building abilities.

  • Experience supporting Georgia DOT, Florida DOT, Tennessee DOT, or other transportation agency projects and programs.
  • Experience supporting alternative delivery, design-build, P3, program management, or on-call transportation programs.
  • Experience establishing or leading PM training programs, certification programs, or professional development initiatives.
  • Experience developing business requirements for dashboards, reporting systems, automation tools, project management systems, or digital project controls solutions.
  • Experience directing implementation of project delivery, performance management, or business process improvement initiatives across large organizations.
  • Experience with Primavera P6, Microsoft Project, Power BI, e-Builder/Trimble Unity Construct, SharePoint, or related project delivery and rep
