Summary:

The Director of Capture & Proposals will collaborate with colleagues as part of the full-cycle process to help identify and win new contracts, manage proposal efforts and contribute to researching, editing and writing as needed within the Defense and Intelligence communities.

The position will be based in Arlington, VA.


Primary Duties and Responsibilities:

  • Coordinate with the FRDA team to accurately represent the company to potential customers and partners to grow FRDA’s business.
  • Partner with internal and external stakeholders to pursue both short- and long-term opportunities and execute FRDA’s capture, pricing, and outreach strategy through proposals, white papers, and other documents
  • Manage and draft responses to current and potential customer requests for white papers, training opportunities or company information, quotes, and proposals.
  • Formulate a proposal strategy utilizing understanding of RFI/RFQ/RFP requirements and customer preferences.
  • Provide proposal/customer-specific considerations to responses and ensure all stakeholders are considered, ensuring high levels of coordination and transparency
  • Support and implement strategic pricing across FRDA’s areas of expertise and lead these efforts with colleagues.
  • Manage proposal content on both unclassified and classified systems, ensuring security compliance and proper marking/handling throughout.
  • Create and own the proposal process with an eye towards continuous improvement.
  • Maintain a content library of prose, briefs, and graphics for use across the business.
  • Monitor and flag potential opportunities to key internal stakeholders.
  • Analyze the RFP instructions and manage the overall publishing, production and delivery requirements of the proposal.
  • Oversee all aspects including writing, pricing, recruitment, reviews, production, security, IT, support, etc.
  • Communicate proposal requirements and status to senior management.
  • Ensure 100% compliance with RFP requirements.
  • Lead all proposal production efforts, including the preparation of electronic file submissions and/or the production and packaging of final hard-copy proposal materials.
Requirements:

Minimum Qualifications:

  • An active Secret clearance.
  • A minimum of five (5) years in government contracting working in capture and/or proposal management and experience managing and developing successful and compliant proposals.
  • Bachelor’s degree in related field from an accredited college or university (e.g. communications, English, business). Experience in lieu of education will be considered.
  • Advanced skills in MS Office Suite, basic graphics, web applications, Adobe, etc.
  • General knowledge of US Government competitive procurement approaches and regulations (such as FAR 15, FAR 16, OTAs, CSOs; RFP, FOPR, ITO, RFS).
  • Ability to perform at a full performance level with minimal supervision.
  • A team and mission-first mindset.
  • Superior written and verbal communication skills.
  • Ability to explain ideas and concepts in a clear and concise way.
  • Capability to manage and prioritize multiple tasks simultaneously.
  • Strong organizational, analytical, communication and problem-solving skills.
  • Ability to interact with internal and external customers.
