Job description

Nature of Work **Disclaimer-this position will be considered classified-exempt and "at will."** The Transportation Engineer Associate Senior in this position will serve as a staff engineer within the Cement and Concrete Section of the Materials, Control, Soils, and Testing Division in Kanawha County. The selected applicant will be working in areas of quality assurance of cement, concrete, and ready-mix operations and the associated laboratories. Will act as lead worker

Duties include participation in composing Specifications and Materials Procedures; performing literature reviews, and cement and concrete related research. Will oversee the state Quality Assurance program for precast and prestressed concrete. Assists with concrete mix design reviews and review and approve concrete related materials.

Perform District concrete laboratory inspections and write the subsequent report. Coordinate and teach in the Portland Cement Concrete (PCC) Inspector and Technician schools and monitor practical exams. Work is performed within a defined framework of policy, but the incumbent independently makes engineering decisions within that framework and may make or assist in making broad decisions in setting objectives and goals.

Pay Grade 22 Typical Duties and Responsibilities Reviews design plans for accuracy and completeness from conception to finish Prepares special engineering reports for higher-level executives Train and evaluates personnel to ensure quality work Plans, schedules, and coordinates the activities of sections or groups Evaluate the performance of subordinate engineers and other personnel Serves as a district or division engineering head for a unit or functional area Evaluates data collected by field personnel and incorporates the same into studies and plans Reviews contract plans, specifications, test results, and agreements from an engineering aspect for accuracy and completeness Performs duties in a transportation engineering specialty such as concrete, steel, bituminous materials, environmental measurements, geotechnical evaluations, instrumental analysis, computer applications, structural analysis, electronics, metallography, corrosion, welding and mathematical analysis, transportation systems analysis, route location, project evaluation, transportation planning, design, pavement, hydraulics, or other related fields Travel may be required; therefore, a valid driver's license is required.

Skills and Knowledge Knowledge of the current principles, methods, and practices of civil engineering Knowledge and understanding of internal policies, procedures, and practices of the Department Knowledge of engineering research techniques Ability to supervise and plan, organize, direct, and coordinate the activities of professional engineering staff Ability to establish effective working relationships with districts, divisions, industry, governmental units, public interest groups, and individuals Ability to communicate effectively both orally and in writing Ability to conduct successful applied research in a specialized branch of transportation engineering Ability to write professional quality papers, reports, research studies, and projects Minimum Requirements REQUIRED TRAINING/EDUCATION Current license as a registered professional engineer in West Virginia. AND Graduation from an EAC/ABET accredited four (4) year engineering program or the equivalent as approved by the WV Board of Registration for Professional Engineers.
