Job description

Job Description Works closely with all City departments, TXDOT (Texas Department of Transportation) contractors, consultants and engineering firms in reviewing of site developments, drainage calculations, pavement design calculations, structures, buildings, parking lots, subdivisions and major roadway plans concerning traffic operations, signing, signals, pavement markings, traffic impact analysis, access management, street lights and roadway design, water distribution and wastewater collection systems, and preparing department review comments. Performs a variety of civil engineering duties including the preparation of plans, specifications and construction plans under the supervision of a Professional Engineer related to City projects, including but not limited to drainage calculations, pavement structure design, construction details, cost estimates, survey maps, legal descriptions, traffic signals, signing, pavement markings and traffic control systems, water distribution and wastewater collection systems. Essential Functions/ Job Competencies/ Physical Requirements ESSENTIAL DUTIES & RESPONSIBILITIES The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job.

Employees may be requested to perform job-related tasks other than those specifically presented in this description. Participates in public meetings and hearings, including Planning & Zoning Commission, other public agencies meetings and makes presentations to the public and decision-making groups. Analyses traffic Safety issues and prepare reports detailing specific recommendations for implementation.

Makes presentations to City Council, committees, schools and other interested groups. Performs a variety of civil engineering duties including the preparation of design, cost estimates, specifications and plans related to City projects under the supervision of a Professional Engineer. Must have working experience in the use of the Texas Manual of Uniform Traffic Control Devices, City of Laredo Standard Technical Specifications, TxDOT specifications, Subdivision Ordinance.

Must be familiar with engineering functions and field data collections and analysis to assist in the preparation of survey mas and maps and legal descriptions. Performs drafting duties utilizing AUTOCAD Civil 3D, Arc GIS and other available drafting software. Supervises, plans, schedules, and assigns work to subordinates; instructs and trains in correct methods and procedures; reviews and evaluates employees' performance.

Carries out the City of Laredo Comprehensive Plan. Processes customer service requests by obtaining complete customer data and information pertaining to the nature of the complaint. Gather facts from customers and other staff sources, as well as, reference physical location of complaint, and contact appropriate internal or external organizations for further processing.

Assists in maintaining good communication between staff, visitors, and other business contacts. Must follow all rules of telephone courtesy in all telephone communications. Will be required to drive a City vehicle for city business use.

Performs other duties as assigned. COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES Knowledge of: Knowledge in the use of the GPS, data collector, up-load and download field data. Analyze and process data collected in the field.

Prepare Survey Maps and Metes and Bounds. Knowledge of mathematics and science is required for design, computation, and analysis of plans, specifications, and field survey data. Knowledge of the principles and methods of administration, organization, and supervision.

Knowledge in customer service, public relations, computer information systems, communications, and organization databases. Knowledge in the application of basic accounting principles necessary to accomplish financial management tasks such as preparing budgets, monitoring program costs, and project cost estimating. Skills and Abilities: Ability to analyze, organize, and manage public works projects.

Ability to prepare a variety of clear, concise, and technical reports. Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of the position. Ability to plan, direct, and supervise the work of subordinates.

Ability to make independent decisions in accordance with established polices and procedures. Ability to maintain good planning and organizational skills. Ability to use calculator, computer hardware, various software programs, and technologies, including AutoCad, Civil 3D, Adobe Acrobat Professional, Pictometry, ArcReader, word processing and spreadsheet programs.

Ability to speak before public groups and make presentations. Ability to take and follow directions from supervisor. Ability to give directions to and gain compliance from assigned staff.

Ability to perform strenuous and routine work. Ability to maintain a valid Texas Driver License and a good driving record. Ability to maintain harmonious and effective working relationships with other employees and respond to general public complaints.

Ability to project a positive and professional image of the City of Laredo. Ability to effectively communicate both orally and in writing in the English language and orally in the Spanish language. Ability to comply with all City of Laredo's policies and procedures.

At least one (1) year of experience in engineering.

*Council of Higher Education (C.H.E.A) Valid Licenses and Certifications Required Licenses or Certifications: Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment. Engineering-In-Training (EIT) Certification is required

Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.

Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
