Job description

The consultant will work with the Application Engineering and Architecture teams and undertake duties and responsibilities as an Application Data Architect on critical system change efforts and provide ongoing support for the delivery of robust and reliable solutions. The consultant will design and implement scalable database migrations strategy within the organization to solve complex business solutions.

The consultant will serve as a subject matter expert in data management; research, analyze, recommend, and select technical approaches for solving exciting, complex development and integration problems. The consultant will help monitor database efficiency, ensure high availability, and maintains database performance by troubleshooting problems, fine tune the database environments. The consultant will also assist to implement and maintain cloud database environments, troubleshoot, and resolve database performance issues.
The scope of this project encompasses the following deliverable base tasks:

Deliverable 1: Analysis, Design, Implementation, Testing, Support and Knowledge Transfer
Determine impact of database migration to existing applications.
Propose one or more design options as appropriate to each situation, including a level- of-effort estimate and target delivery date.
Document the design option selected by CalPERS.
Develop approved database changes within the existing technical environments, using the approved promotion path and QA/testing methodology.
Performing internal unit/QA testing and facilitate user acceptance testing.
Support best practices in use of database efficiency and performance.
Update and enhance system documentation to keep it synchronized with system and environment changes.
Contractor will provide knowledge transfer of reporting efforts, escalated system issues, and database changes and enhancements.
Knowledge transfer to occur via collaborative documentation, code commenting, cross training, and job shadowing.
Knowledge transfer to take place at CalPERS via regular scheduled meetings and review of documentation.
Documentation to include best practices and lessons learned during the project.

Qualifications

1. Must have a minimum of fifteen (15) years of experience in electronic data processing systems study, design, and programming; at least ten (10) years of said experience shall have included responsibility on a project basis for analyzing operational methods and developing computer programs to meet desiredresults.

2. Must have minimum of fifteen (15) years of experience working as an application architect, in providing solutions that aligns with enterprise architecture and aligns with business process in use.

3. Must have a minimum of twelve (12) years of experience working with public pension systems or experience with Governmental Retirement Benefits and processes like CalPERS.

4. Must have a minimum of fifteen (15) years of experience with Oracle 11g, Oracle 19c, PL/SQL, SQL

5. Must have minimum of fifteen (15) years providing technical expertise and hands-on support in consolidation and migration of databases to new platforms.

6. Must have a minimum of five (5) years of experience with Version

Control using Git and web-based repositories (GitHub, GitLab, B itbucket, etc.) and ticketing and collaboration tools like JIRA and

Confluence.

7. Must have a minimum of fifteen (15) years of experience with monitor database efficiency, ensure high availability, and maintain database performance by troubleshooting problems, fine tune the database environments.

8. Experience implement and maintain cloud database environments (AWS and/or Azure), troubleshoot, and resolve database performance issues.
