The individual(s) in this position will have the responsibility of coordinating and overseeing contracted testing and technical service interests for Transmission and Distribution substation projects, as well as special assignments relating to the safety and reliability of other substation activities in partnership with Utility Operations, Construction & Design Services, and Transmission & Substation Services.
Responsibilities include:
  • Continually seeking to improve the safety climate by controlling and reducing exposure for self and others. Monitoring and promoting the use of human performance tools and practices to protect people and system reliability
  • Ensuring adherence to all safety, quality, and FirstEnergy specifications
  • Participating in project status updates meetings with Project Managers and contracted resources
  • Understanding the construction scope of assigned projects, including any potential problems and constraints that would delay in-servicing or cause significant interruptions
  • Participating in pre-construction planning meetings. Providing experience to the project team for development in work packages
  • Assisting with constructability reviews and post project lessons learned discussions
  • Estimating testing schedules from work planning meetings. Confirming resource needs on impending projects to ensure adequate staffing levels
  • Supporting the development of contract service burn rates and track against project estimate and forecast
  • Ensuring all service providers have the necessary specifications, settings, drawings and tools to complete the work safely
  • Clearly articulating quality requirements for all vendors working on construction activities
  • Coordinating on-site testing activities with Construction Site Coordinator, Commissioning Engineer, and local FE personnel
  • Monitor, review, and address concerns with switching schedules and special contingencies
  • Planning for SCADA & Apparatus testing; reviewing, recording and sharing documentation
  • Proactively reviewing testing records and ensuring documentation is being completed in accordance with compliance
  • Confirming test reports are complete, accurate and uploaded into appropriate systems of record
  • Ensuring closure of Cascade Orders
  • Supporting the FirstEnergy CIP program and requirements related to substation assets and site access
  • Pursuing the redline process so that as-built drawings are accurate and returned within required timeframe
  • Inspecting work performed by contractors against design and construction standards
  • Supporting unplanned outage investigations. Developing and sharing Operating Experience reports to support a continuous learning environment
  • Consistently looking to improve site conditions.
  • Helping prepare functional testing for commissioning
  • Understanding the typical risks on a construction projects. Implementing a risk management plan for any testing hazards
  • Documenting project site meetings that address issues such as safety, performance, quality control, or adherence to construction schedules
  • Maintaining awareness of procedures and policies designed to comply with ethics standards. Consistently applying ethical decisions in working with stakeholders (external and internal)
  • Verifying critical field testing, including but not limited to relay testing, current transformer testing, power-factor testing, cylinder testing, insulation resistance, contact resistance, winding ratio and grounding testing
  • Identifying long-term incomplete items and assist with Issues Database entries
  • Performing constructability reviews. Reviewing the conceptual scope with the entire project team and the project manager. Conducting preliminary site reviews and gathering local expertise feedback on various aspects of the project
  • Occasionally support FEU with storm related responsibilities, including but not limited to hazard restoration

An employee hired as the Testing Site Coordinator III level will be expected to perform all the above responsibilities with more proficiency, and in a more independent manner. Further, the Testing Site Coordinator IV and V level employee will be assigned additional responsibilities related to those above.
Qualifications at the Testing Site Coordinator V level include:
  • Bachelor's degree in Electrical Engineering (BSEE) or a related technical field plus 8 years of experience required.
  • In lieu of a degree, 12 years of experience in utility, commercial or industrial construction required.
  • Experience in electrical substation construction and/or maintenance required.
  • Proven teamwork and interpersonal skills to aid in the resolution of compliance issues.
  • Demonstrated ability in using Microsoft Office tools, including Excel, PowerPoint, and Word.
  • Ability to deliver quality, accurate work within established deadlines
  • Self-motivated and a self-starter, customer focused, and results oriented
  • Sound analytical abilities involving complex problems; exercise sound judgment.
  • Demonstrated experience in accomplishing responsibilities in a timely manner.
  • Strong teamwork and interpersonal skills to aid in the resolution of complex issues.

FirstEnergy takes a market-based approach to pay, which may vary depending on your location. In addition, your actual base salary will depend on various factors such as your skills, qualifications, and experience.
The estimated pay range for this role is $107,100 - $151,200. The pay range for certain locations, including the state of New Jersey, include a 20% differential to account for an increased cost of living, making the pay range $128,520 - $181,440.
