Threat Tec is seeking an experienced Unit Security Manager to support the 89th Attack Squadron at Ellsworth Air Force Base, South Dakota.
The Unit Security Manager will oversee contract performance across security administration, personnel security and physical security while also performing hands-on Unit Security Manager and Security Administration Manager duties.
The position supports an organization of approximately 200 military and civilian personnel and approximately 30 contractor security clearances within a TS/SCI operational environment.
Security Administration Responsibilities
  • Execute Unit Security Manager and Security Administration Manager duties in accordance with Department of Defense and Air Force policies.
  • Maintain security databases, personnel rosters and tracking tools for military, civilian and contractor personnel.
  • Monitor clearance eligibility, reinvestigations, continuous evaluation, access status and personnel-security requirements.
  • Manage personnel in-processing, out-processing, access changes and security out-briefings.
  • Track security training, visit requests, foreign travel, security incidents, alarm custodians and installation-entry requirements.
  • Maintain Entry Authorization Lists and coordinate required updates with installation security organizations.
  • Enforce unit procedures for classified documents, working papers, removable media and security containers.
  • Coordinate the introduction and control of removable media with the Information Systems Security Manager.
  • Develop and present initial, recurring and remedial security-training briefings.
  • Maintain security-program continuity binders, Standard Operating Procedures and Emergency Action Procedures.
  • Conduct internal security reviews and Staff Assistance Visits.
  • Prepare the organization for external security inspections and assist with corrective-action responses.
  • Process, maintain and safeguard reports involving security violations, incidents and investigations.
  • Incorporate inspection findings and lessons learned into security education and unit procedures.
  • Perform required operational tests and inspections of IDS/ADS alarm systems.
  • Coordinate alarm-system maintenance and outages with installation Security Forces and facility personnel.
  • Program and maintain IDS/ADS codes, cypher locks, X-09 locks and other approved access-control devices.
  • Process restricted-area badges and classified-access documentation.
  • Perform or coordinate escort duties for uncleared personnel entering controlled areas.
  • Maintain and audit SF-700, SF-701 and SF-702 documentation.
  • Maintain classified-area access lists and ensure updated information is delivered to appropriate installation authorities.
  • Develop communications and awareness materials that clearly explain unit security requirements.
  • Prepare professional memoranda, reports, forms, briefings and official correspondence.
  • Maintain paper and electronic records in accordance with Air Force records-management and privacy requirements.
  • Serve as the first point of contact for routine security-administration questions.

Required Qualifications
  • Active and current Top Secret clearance with Sensitive Compartmented Information eligibility.
  • U.S. citizenship.
  • Eligibility to perform COMSEC-related duties without requiring additional authorization.
  • At least one year of supervisory, team-lead or project-management experience.
  • At least one year of experience working within a TS/SCI facility.
  • At least one year of direct experience in security administration, unit security or security-program management.
  • Experience using DISS, JPAS or designated successor personnel-security databases.
  • Working knowledge of physical-security systems, including IDS/ADS alarms, cypher locks and X-09 locking devices.
  • Experience maintaining security databases, rosters, reports and compliance-tracking tools.
  • Proficiency with Microsoft Word, Excel, PowerPoint and Outlook.
  • Strong professional writing, briefing and interpersonal-communication skills.
  • Demonstrated ability to lead employees, coordinate with Government representatives and manage multiple mission requirements.
  • Ability to exercise sound judgment and independently resolve routine security and contract-performance issues.

Preferred Qualifications
  • Experience as a Unit Security Manager, Security Administration Manager or comparable security-program lead within the U.S. Air Force or Department of Defense.
  • Previous experience serving as an on-site lead or project manager on a Department of Defense service contract.
  • Experience managing collateral and SCI security programs supporting 100 or more personnel.
  • Experience overseeing personnel-security, physical-security and administrative-security functions.
  • Experience conducting Staff Assistance Visits and preparing organizations for ACC/SSO, DIA or comparable external inspections.
  • Working knowledge of applicable Department of Defense, Air Force and Intelligence Community security directives.
  • Experience with DCSA clearance-processing and adjudication pipelines.
  • Experience developing Quality Control Plans, monthly contract reports, transition plans or mission-essential service plans.
  • Prior Air Force military service or Department of Defense civilian experience in security administration, intelligence, special security or Security Forces.
  • Completion of relevant CDSE, Air Force or Intelligence Community security-management training.

Education
  • High school diploma or equivalent required.
  • Associate or bachelor's degree in security management, criminal justice, intelligence studies, business administration, project management or a related discipline preferred.
  • Relevant military leadership, security-management training and professional certifications may be considered in place of formal postsecondary education.

Work Location and Schedule
  • Work will be performed on-site at Ellsworth Air Force Base, South Dakota.
  • Standard operating hours are anticipated to be 7:30 a.m. through 4:30 p.m., Monday through Friday.
  • The Site Lead must ensure adequate staffing and uninterrupted coverage throughout Government core hours.
  • Routine telework is not authorized.
  • Limited telework may be authorized during installation closures or severe-weather events.
  • Local travel within approximately 50 miles of Ellsworth AFB may be required.
  • No routine temporary duty travel is anticipated.

$45,000 - $85,000 a year
This position is contingent upon contract award, funding, and/or customer approval. The anticipated salary range is $45,000-$85,000 annually. Final compensation will be determined based on the awarded labor category, work location, candidate qualifications, security clearance, certifications, internal equity, and applicable contract requirements.
