Position Overview

EGS is seeking an experienced Project Manager 3 – Construction Manager to support construction activities at Los Alamos National Laboratory (LANL) Technical Area 55 in Los Alamos, New Mexico.

The selected candidate will operate as a Manager Construction 3 and will be responsible for the successful completion of activities associated with assigned LANL construction projects. This position provides overall construction administration, technical direction, coordination, and direct field leadership throughout project execution.

This is a highly field-focused position requiring a strong onsite presence. The Construction Manager will coordinate closely with Project Management, Design Engineering, Procurement, Project Controls, Site Management, subcontractors, and other functional organizations to ensure projects are executed safely and successfully in accordance with approved requirements.

The successful candidate must bring a combination of strong leadership capabilities and extensive technical construction-management expertise.

Key ResponsibilitiesConstruction Management & Field Execution

• Provide overall administration, technical direction, coordination, and field construction leadership for assigned projects.
• Maintain a strong onsite and field presence throughout project execution.
• Monitor construction activities to ensure successful execution of assigned scope.
• Ensure appropriate field procedures are established, implemented, and followed.
• Staff construction project site teams and monitor personnel performance, quality, and technical adequacy.
• Provide counseling, guidance, and direction to Site Managers to facilitate successful project execution.
• Identify construction and execution issues and elevate them to Project Management as appropriate.
• Participate in resolving issues involving staffing, material delivery, and contract/subcontract administration.
• Monitor distributable expenses associated with field execution.

Project Planning, Cost & Schedule

• Review construction estimates, budgets, forecasts, schedules, and costs for acceptability.
• Review project specifications and drawings for economic constructability.
• Participate in proposal preparation, project planning, and scheduling.
• Provide construction expertise related to:
  • Construction methods
  • Equipment requirements
  • Labor requirements
  • Productivity guidelines
  • Distributable expense estimates
  • Labor rates
• Review and approve preliminary estimates and project schedules as assigned.
• Participate in project engineering, construction review, management, and project review meetings where construction budgets and schedules require approval.
• Support selection and implementation of appropriate construction controls from established project control systems.

Cross-Functional Project Coordination

• Operate as a deployed resource within a strong matrixed project organization.

• Establish and maintain priorities necessary for successful project execution.
• Coordinate project resources and team-member efforts to deliver assigned projects according to plan.

• Support execution in compliance with approved project procedures.

Safety, Security & Compliance

• Maintain and ensure compliance with applicable safety and security training and requirements.
• Make safety and security an integral component of every assigned activity.
• Take necessary action to stop work when continuing an activity would be unsafe or compromise security.
• Ensure applicable field procedures are established and followed.
• Maintain awareness of applicable government compliance standards and environmental laws and requirements.
• Ensure appropriate project training programs are identified and implemented.

Construction Quality & Subcontract Management

• Apply thorough knowledge of construction operations and construction quality throughout project execution.
• Support subcontract management and contract administration activities.
• Monitor construction personnel performance and technical adequacy.
• Evaluate project specifications, drawings, and construction requirements.
• Support execution of construction activities in accordance with approved procedures.
• Apply knowledge of construction technologies and methods to complex field activities.

Control Account Manager Responsibilities

The selected candidate may serve as a Control Account Manager (CAM) with responsibility for planning, budgeting, managing, and controlling cost and schedule performance for an assigned project or subproject.

CAM responsibilities may include:

• Serve as a primary point of contact for project controls related to assigned control accounts.
• Manage account scope, schedule, budget, and technical performance.
• Ensure work packages realistically represent the duration and budget required to perform assigned work.
• Conduct cost and schedule variance analysis.
• Determine cause and effect of schedule and/or cost variances.
• Develop achievable corrective-action plans.
• Monitor project performance and identify emerging trends or issues.
• Present project management performance plans, status updates, trends, and issues to management and federal sponsors as required.

Required QualificationsEducation & Experience

The position typically requires:

• A recognized degree in an Engineering or Scientific discipline; OR
• Specialized coursework in Project Management; AND/OR
• Approximately 15 years of experience in two or moreof the following areas:
  • Project Management
  • Engineering
  • Construction
  • Project Controls
  • Procurement

An equivalent combination of education and experience providing a thorough understanding of the required construction and project-management disciplines may be considered.

Project & Program Management

• Demonstrated knowledge and successful experience across multiple aspects of project or program management.
• Experience developing project plans and managing projects to established scope, schedule, and budget.
• Experience developing project reports and managing change-control actions.
• Demonstrated ability to organize, lead, and monitor multiple team efforts through completion.
• Ability to manage competing priorities and deadlines while minimizing project risk.

Construction Management

• Thorough knowledge of all phases of construction operations.
• Thorough knowledge of construction quality.
• Experience with subcontract management.
• Knowledge of construction technologies and project-management practices.
• Experience reviewing construction estimates, schedules, budgets, specifications, and drawings.
• Experience coordinating construction execution with engineering, procurement, project controls, and project management organizations.
• Understanding of government compliance standards and applicable environmental laws and requirements.

Desired Qualifications

• Previous experience as a Department of Energy (DOE) contractor managing construction projects or functional portfolios.
• Experience supporting construction within DOE/NNSA environments.
• Experience working under nuclear quality requirements such as NQA-1.
• Previous experience managing complex, high-hazard, nuclear, or highly regulated construction projects.
• Control Account Manager experience is highly relevant given the potential CAM responsibilities of the assignment.
