DNREC is Now Offering Sign-on Bonuses for Engineers!
The Delaware Department of Natural Resources and Environmental Control (DNREC) recognizes its Engineers are a highly valued resource and play a critical role in protecting public health and the environment. For that reason, we are now providing monetary recruitment incentives to new DNREC Engineers in accordance to our Recruitment Program Policy and Procedures.
The program provides recruitment incentives as follows:
Sign-On Bonus- Incentives are based on the position classification:
  • $4,000 Engineer I
  • $5,000 Engineer II
  • $6,000 Engineer III
  • $7,000 Engineer IV

Incentives are paid in two installments. One installment after three months of employment and the second installment after eighteen months from the initial date of employment. New employees accepting this recruitment bonus must commit to two consecutive years of employment with DNREC in the Engineer I-IV series. Must be a new hire to the State of Delaware or new to the Engineer classification series within the State of Delaware

Summary Statement
The primary responsibility of this position is to review, develop, and manage Total Maximum Daily Load (TMDL) analyses for the Watershed Assessment Branch. This position will serve as a subject expert on TMDL/hydrodynamic modeling and will assist the Watershed Assessment and Management Section in developing novel approaches to managing existing and future pollutant loads. The position will also assist in the review of permits, Watershed Implementation Plans, Pollution Control Strategies, Advance Restoration Plans, and other similar documents to ensure the developed goals and implementation options are realistic and achievable.
Preferred Qualification
Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.
1. Experience in using one or more of the following watershed and hydrologic modeling systems: SWAT, HSPF/BASINS, HEC-HMS/HEC-RAS, and/or WASP/QUAL2K/EFDC.
2. Experience in using one or more of the following statistical and geospatial analysis software: R, SAS, MS Excel (advanced), and/or ESRI GIS.
Essential Functions

  • Drafts, develops and modifies engineering designs, plans and specifications.
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
  • Tests or evaluates materials, equipment, systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.

Job Requirements
JOB REQUIREMENTS for Engineer III
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
1. Possession of a Bachelors Degree or higher in Environmental Engineering OR official notice of passing the Fundamentals of Engineering (FE) examination (in the assigned engineering discipline) administered by the National Council of Examiners for Engineering and Surveying (NCEES).
2. At least four years experience in Environmental Engineering.
3. Knowledge of engineering project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on the status of engineering projects.
