The Position The Network Administrator manages and secures the City's critical IT infrastructure, including local and wide area networks (LAN/WAN), wireless deployments, and telecommunication systems. Reporting directly to the Assistant Director of Information Technology, this role ensures the high availability, efficiency, and security of data and voice communications supporting all municipal departments. The ideal candidate possesses a robust background in enterprise networking and cybersecurity, along with a deep understanding of virtualization, cloud infrastructure, and modern phone systems.

This position requires an analytical problem-solver who can drive technical initiatives independently while maintaining close, collaborative partnerships across the IT team. Essential Job Responsibilities: Install, configure, and maintain network hardware (routers, switches, firewalls, wireless access points) and software. Monitor network performance to ensure reliability, optimal security, and minimal downtime.

Troubleshoot and resolve network-related issues across LAN/WAN and wireless environments. Maintain the integrity and availability of the City's LAN/WAN and wireless networks. Administer, maintain, and support the City's phone system (VoIP / IP telephony).

Coordinate with vendors for phone system upgrades, maintenance, and support as needed. Support and troubleshoot network connectivity and performance related to virtualized environments (VMware, Hyper-V, etc.). Maintain an understanding of server operating systems (Windows Server and Linux) as they impact network operations, access, and security

Assist with network configuration and connectivity for virtual machines and hosts as needed. Implement and maintain security protocols, including firewalls, VPNs, intrusion detection/prevention systems, and related cybersecurity tools. Conduct regular security and vulnerability scans to identify risks and recommend remediation.

Monitor for, investigate, and respond to potential security incidents and threats in a timely manner. Support cybersecurity best practices, including access control, encryption, and network segmentation. Provide technical support for network, phone system, and connectivity issues to City employees.

Assist with workstation network configuration and access control. Coordinate with third-party vendors and service providers for equipment or support when necessary. Maintain detailed documentation of network configurations, policies, and procedures.

Ensure the City's IT network and phone systems comply with relevant regulations, policies, and best practices. Assist in disaster recovery planning and testing to ensure business continuity. Participate in IT-related projects, collaborating with team members and departments.

Attend professional development opportunities to stay current with new technologies. Acceptable Experience, Training, Certifications and Licenses Education and Experience: Associate degree in Computer Science, Information Technology, or related field of study; and Two (2) or more years of experience in network administration or related roles; or Any equivalent combination of education, training, certifications, and experience that provides the required knowledge, skills, and abilities may be considered. Certifications and Licenses Valid Texas driver's license.

CompTIA Network+ or an equivalent industry credential (Required). Cisco Certified Network Associate (CCNA) or higher (Preferred). CompTIA Security+, Cisco CyberOps, or equivalent cybersecurity certification (Preferred).

VMware or Microsoft virtualization-related certification (Preferred). VoIP or telephony-related certification (Preferred). Supplemental Information Knowledge, Skills, and Abilities Strong knowledge of network infrastructure, routing, switching, and wireless technologies.

Solid understanding of cybersecurity principles, network security protocols, firewalls, and threat detection/response. Solid understanding of virtualization technologies (VMware, Hyper-V) and their network interactions. Working knowledge of Windows Server and Linux relating to connectivity, authentication, and security.

Experience with VoIP / IP telephony systems and related network requirements. Excellent troubleshooting and analytical skills. Ability to prioritize tasks and manage multiple projects simultaneously.

Strong communication and interpersonal skills. Knowledge of ITIL or similar service management frameworks. Physical Demands Remaining in a stationary position for extended periods while resolving issues at a desk or tech-bench.

Moving about facilities frequently to deploy hardware and configure equipment in remote offices. Bending, stooping, crouching, crawling under desks, or reaching to route cabling and install infrastructure. Handling, fingering, and manipulating small computer parts, specialized tools, and precision networking components.

Lifting, pushing, pulling, and carrying equipment weighing up to 50 lbs. Expressing and exchanging ideas through speech and hearing to troubleshoot issues with users and team members. Utilizing close vision and focus adjustment to work with intricate wiring, color-coded cables, and screen interfaces.

Environmental Demands Operating in standard office conditions with moderate noise levels from computer systems and server fans. Working independently during late-night hours or scheduled maintenance windows. Navigating potential exposure to electrical hazards when handling servers, power supplies, and network wiring.

Managing regular exposure to display terminals that may cause eye strain. Experiencing physical fatigue, including back and neck strain from prolonged periods of tech-bench work. Requesting reasonable accommodations if needed to perform safely in this environment with a disability.
