Job Duties

This individual will manage the Regulated Products Enforcement Unit of the Consumer Protection Section, whose staff members investigate and prosecute suspected violations of consumer protection statutes regulating certain products, including liquid nicotine and nicotine vapor products, products containing kratom, and products containing tetrahydrocannabinol (THC). The Unit Manager will develop and implement enforcement priorities; supervise investigations and litigation; and ensure effective coordination among attorneys, investigators, professional staff, and other law-enforcement agencies. In addition, the Unit Manager will supervise maintenance and operation of the Liquid Nicotine and Nicotine Vapor Product Directory, including the resolution of legal issues regarding the application of the Directory to specific manufacturers and products. The Unit Manager also will carry a partial caseload with responsibility to investigate and prosecute suspected violations of the statutes enforced by the Unit. This position reports to the Consumer Protection Section Chief. Must have excellent writing skills and be prepared to appear in the appropriate state or federal court in actions filed against alleged violators. Will also periodically meet with stakeholders, assist in drafting official opinions, review proposed legislation, and work with counterparts in other local, state, and federal agencies.

Minimum Qualifications

  • Demonstrated ability to analyze and manage complex enforcement cases; well-developed oral and written communication skills; the ability to motivate, coach, lead, and manage personnel; and the ability to interact effectively with state/federal government officials, a diverse workforce, and the general public.
  • Ideal candidate will have a minimum of 8 to 15 years of litigation experience in state and federal courts, concentrating on consumer protection or regulatory enforcement matters, and experience managing attorneys and professional legal staff.
  • Must be admitted to the Virginia State Bar.
