ASSISTANT GENERAL MANAGER

JOB SUMMARY

The Assistant General Manager (AGM) assist the General Manager (GM) to ensure that day-to-day water utilities operations run smoothly. The AGM ensure that water system is operated and maintained in a proper manner, assist the general manager with training, recruiting, promotions and planning. Assist the Production Superintendent in the oversight of the Division water quality testing to ensure that all required testing is performed in accordance with approved scheduling and in manner specified by the Company. Perform the duties, and assume the responsibilities, of GeneralManager or Superintendents in their absence

JOB DUTIES AND ESSENTIAL FUNCTIONS

The Assistant General Manager performs a variety of Division operation functions, which may include but are not limited to the following:

  • Assist the Distribution Superintendent in the coordination of Division construction projects with other utilities, contractors, pipeline material suppliers, municipal, county and state agencies, customers, and other Company personnel.
  • Assist Distribution Superintendent in the oversight and supervision of Company inspectors assigned to inspect ongoing construction work and ensure compliance with Engineering Department specifications.
  • Manage and oversee personnel processes, procedures, and issues.
  • Assist in with preparation of construction budget proposals.
  • Provide a detailed "as-built" record of all completed construction work to the Engineering Department.
  • Assess progress of construction projects and implement Change Orders where appropriate. Coordinate major change orders with the Engineering Department. Ensure continuing project progress and timely completion.
  • Provide adequate safety and job training for all Company employees. Ensure compliance with OSHA safety regulations and the Company's safety program.
  • Oversee Division inventory levels to ensure efficient and timely stocking of materials necessary for maintenance and construction projects.
  • Oversee material orders to verify that adequate quantities and types of materials are on hand, as needed.
  • Oversee the Company's safety program and ensure compliance with OSHA safety regulations.
  • Assist Customer Service Superintendent in customer support matters including overseeing service establishment, preparing preliminary cost estimates, resolving high bill complaints, among other support.

SKILLS, KNOWLEDGE AND PHYSICAL REQUIREMENTS

Skills, knowledge, and physical requirements include, but are not limited to the following:

  • Must possess strong leadership and instructor skills
  • Must be proficient with Excel.
  • AS400, Great Plains, Smart Client, and Ariett software knowledge a plus but not required.
  • Able to perform repetitive physical activities, including walking, sitting, standing, bending, stooping, reaching, and using a computer keyboard.
  • Able to communicate orally and in writing.
  • Able to remain in a sitting position for long periods of time.
  • Must be physically able to perform work that requires walking, bending, kneeling, and limited digging and lifting. Must be able to work outside in all types of weather.
  • Able to lift, push or pull up to 40 pounds.
  • Strong critical thinking and problem-solving skills.
  • Great interpersonal.
  • Strong verbal and written communication skills.
  • Able to be firm and approachable.

EDUCATION, TRAINING AND EXPERIENCE

The following are required:

  • High school graduate or equivalent.
  • Three (3) years' experience as Utility Worker III or comparable experience. Able to read construction drawings; have a thorough understanding of water distribution systems, water treatment and water testing requirements; possess strong communication skills and be able to deal effectively with customers, contractors, regulatory agencies, and material suppliers
  • Must be familiar with various construction methods and with the Company's Standard Specifications; must be able to inspect construction projects to ensure compliance with Company Standard Specifications and Arizona Department of Environmental Quality Engineering Bulletin No. 10.
  • Must have a valid, appropriate Arizona driver's license with an acceptable driving record.
  • Must have an Arizona Department of Environmental Quality Operator Certificate for Water Distribution and Water Treatment at a grade level specified by the Company.
  • Must be able to use a personal computer.
