Job description

Position Summary

The Salvation Army St. Cloud Corps is "Doing the Most Good" by providing holistic, person-centered services to individuals and families. In addition to worship services and pastoral care, services include short and long-term case management; food, clothing, utility, rent, and housing assistance; shelter services; and connections to community resources.

The Program Coordinator - Shelter oversees the daily operations of a 69-bed shelter serving families, veterans, women, and men. The position supervises staff, coordinates shelter operations, supports compliance and reporting requirements, provides case management services to an assigned caseload, and participates in an on-call rotation to provide after-hours support for participant, facility, and staffing needs.

$47,068 to $49,600 annually, 40 hours per week

Essential Functions (approximate time spent)

  • Shelter Operations and Program Management (40%): Oversee the day-to-day operations of the shelter to ensure a safe, welcoming, and client-centered environment. Coordinate daily activities, staffing coverage, crisis response, and on-call support for participant, staffing, and facility-related needs while monitoring program effectiveness and supporting continuous improvement efforts.
  • Staff Supervision, Scheduling, and Leadership (20%): Supervise, train, coach, and support assigned staff. Develop and maintain staff schedules, assist with hiring, onboarding, performance management, employee development, and corrective action processes, and foster a collaborative and mission-focused team culture.
  • Contract, Licensing, and Program Compliance (20%): Monitor compliance with contractual, licensing, accreditation, funding, and organizational requirements. Oversee data collection, reporting, documentation practices, and file reviews to ensure program accountability, quality standards, and accurate recordkeeping.
  • Client Services Oversight and Case Management (20%): Provide and oversee person-centered, strength-based case management services for an assigned caseload of families and individuals. Conduct assessments, develop service plans, facilitate referrals, monitor client progress, and support participants in achieving housing stability and self-sufficiency goals.

Education and Experience

  • Bachelor's degree in Social Work, Human Services, Psychology, or a related field required; Social Work degree preferred. Equivalent combinations of education and experience may be considered.
  • Minnesota Social Work licensure preferred or required when performing duties that require licensure.
  • Three years of progressively responsible experience in human services, housing, shelter operations, or a related field; supervisory experience strongly preferred.
  • Must possess a valid driver's license, pass required background checks, and meet MVR requirements.

Competencies

  • Strong leadership, interpersonal, and communication skills.
  • Ability to supervise staff, manage operations, and maintain a participant-centered service environment.
  • Strong organizational skills with the ability to prioritize competing demands and meet deadlines.
  • Ability to exercise sound judgment, maintain confidentiality, and respond effectively in crisis situations.
  • Proficient with Microsoft Office, database systems, and program-related software.

Working Conditions

  • Professional, on-site work environment within a shelter setting; this position is not eligible for remote work.
  • Combination of sedentary administrative work and active engagement throughout the shelter facility.
  • Regular interaction with participants experiencing homelessness, housing instability, mental health concerns, substance use disorders, and other barriers to stability.
  • May require standing, walking, bending, reaching, and occasional lifting of up to 25 pounds.
  • Participate in a rotating on-call schedule to provide after-hours support, including evenings, weekends, and overnights.
  • May require occasional evenings, weekends, and overnight work based on program or operational needs.

Supervisory Responsibilities

  • Provide supervision, scheduling, training, coaching, and performance management for assigned staff and volunteers. Support hiring, onboarding, employee development, and corrective action processes while ensuring effective day-to-day program operations.

Driving/Travel Requirements

  • Operate agency vehicles locally in support of program operations and organizational objectives.
  • Must be able to respond to the shelter within a reasonable timeframe when serving in an on-call capacity.
