Missions SupportOperations Manager

Premier Enterprise Solutions is looking for a Missions Support Operations Manager to lead the day-to-day operations of the OUSD(I&S) mission; support the management, administration, and sustainment of Defense Intelligence Enterprise (DIE) requirements and issues; and provide the OUSD(I&S) enterprise with mission and business operations support. This involves leading and enabling the Mission Support team in space planning, facilities resources, logistics management, asset management, information technology management, secure communications management, and the Correspondence and Task Management System (CATMS). Additional responsibilities include the supervision of records management and the development and oversight of financial spend plans. This role also includes the oversight and management of I&S facilities located in the Pentagon and throughout the National Capital Region (NCR), Sensitive Compartmented Information Facilities (SCIFs), Residential SCIFs, and Executive Travel Kits.

Work Location: Onsite - National Capitol Region

Duties and Responsibilities:

The Operations Manager will provide Program Management Support forOUSD(I&S), but, in some instances, for the entire Defense Intelligence Enterprise (DIE),including to Defense Agencies and DoD Field Activities that are defense intelligence,counterintelligence, or security components generally located within the Pentagon, NationalCapital Region and/or Military District of Washington, but may also include/extend to otherexternal sites as directed or required by OUSD(I&S) and DIE mission and business requirements.

  • Collaborate across OUSDI&S to articulate the organization's position; ensure the development ofDivision goals and objectives aligns to OUSD(I&S) mission, goals, and objectives; andrecommend broad or specific guidance.
  • Assist the Government to evaluate and interpret policies and projects; develop a range ofalternatives for the solution of Mission Support requirements and issues; consult with industryvendors to conduct market research in support of acquisition and procurement activities andoperational incidents as needed; prepare customer procurement packages (including: hardwarematerial, software licensing, turn key solutions, labor) for submission to contracting office; andcoordinate the work of other professionals in a variety of disciplines to accomplish several phasesof complex projects concurrently or sequentially. This is expected to be a daily task.
  • Manage space for all OUSD(I&S) offices within the Pentagon and external sites to include moveplanning, office configurations, and space utilization while ensuring compliance with SCIFaccreditations and support changing mission requirements. This is expected to be a daily task.
  • Assist Enterprise & Administration Management (EA&M) Office, Financial Management andAcquisition with management of Mission Support & Security financial portfolio (infrastructureand information technology expenditures); develop estimated annual spend plan; monitor andmaintain registry of all infrastructure and information technology invoices and expenses forreconciliation; provide cost planning/analyses in support of marketresearch/acquisition/procurement. This is expected to be a monthly task.
  • Develop, establish, and control the methods, procedures, and systems to increase overalleffectiveness of technology utilization and management. The Contractor can expect this to be atminimum quarterly occurrence and for simultaneous requirements and deliverables at once.
  • Prepare complex and technical statistical analyses, reports, and surveys related to informationtechnology, business applications, business operations. This is expected to be a daily task.
  • Provide recommendations, courses of action, and consultation on costs of planned projects andbudgetary planning related to Mission support and security resources (planning and ITequipment). This is expected to be a monthly task.
  • Administration & Tasking: Administration of the Correspondence and Task Management System (CATMS).
  • Records & Finance: Supervision of records management and the formulation and oversight of financial spend plans.

Required Qualifications:

  • 10 years of relevant experience
