Job description

Advanced Management Strategies Group (AMSG) is seeking a Senior Analyst/Project Manager to lead program integration services for the U.S. Coast Guard under the Chief of Staff (CGCOS), in the Deputy Commandant for Operations (DCO), and Deputy Commandant for Systems (DCS).

Location: Remote, Customer location - USCG Headquarters Building, DHS Campus, 2703 Martin Luther King Jr Ave, Washington, DC 20593
Education: Bachelor's degree with 4 years of experience in the specialty or 12 years equivalent experience with 6 years of specialty.
Citizenship & Clearance Requirements: Applicant must be a U.S. citizen and hold an active Secret clearance
Start Date: July 1, 2026
Scope: The candidate will support a broad range of full life cycle management within the Inter/Intra Agency Agreement (IAA) arena and assist in the preparation, execution, and management of the full life cycle of Interagency Reimbursable Work Agreements (IRWA's) and Assisted Acquisitions, including documentation requirements, UDO management, and performance & receipting requirements.
The candidate will use a combination of, but not limited to the USCG Financial Systems Modernization Solution (FSMS) System, General Ledger (GL), Acquisitions Performance Management System (APMS), and U. S. Treasury's G-Invoicing system as well as being familiar with Intragovernmental (IGT) Buy/Sell transactions, appropriations law and various federal authorities governing IAA transactions, and current Department of Homeland Security (DHS)/USCG policy and procedures governing IAA transactions.
Responsibilities:
  • Manage project lifecycle from start to finish.
  • Use AI tools for data analysis, risk prediction, and automated reporting to support data-driven decisions.
  • Improve resource management and planning.
  • Optimize collaboration and workflow automation tools, with a focus on Microsoft SharePoint and the Power Platform (Power Apps, Power Automate, Power BI).
  • Engage with stakeholders and provide training and support for new tools.
  • Performance and Financials: To ensure effective performance measurement, the candidate will manage project accounts and financial files. They will handle project activities, resolve accounting discrepancies, and maintain supporting documentation in line with standard policies.
  • Strategic Analysis: The candidate will produce strategic reports that identify gaps, suggest improvements, and outline implementation plans for modernizing the organization's life-cycle processes.
  • Agile Transformation: The candidate will help the organization adopt agile methods to deliver programs and services more effectively. The main goal is to improve the ability to respond to changes quickly and safely. This includes:
    • Support transformation across the enterprise.
    • Test lean alternatives to current processes.
    • Implement agile practices like Scrum or Kanban.
    • Modernize governance and compliance.
    • Develop training and playbooks to institutionalize these new practices.
  • Reporting: The candidate will assist in preparing periodic financial and performance reports when requested.
  • Implementation and Review: The candidate will develop a plan for implementing new processes and conduct annual reviews to measure performance and identify areas for continuous improvement.

Ideal candidate will have:
  • Proven experience in a senior analyst or project management role, preferably within the federal government.
  • Strong project management skills.
  • Expertise in Microsoft Office, SharePoint, and the Power Platform.
  • Familiarity with integrating AI tools for data analysis.
  • Excellent communication, leadership, and analytical skills.
