The Division of Transportation Planning & Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division's responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings to ensure the safety of motor vehicle occupants, pedestrians, and cyclists. The Traffic Engineering & Planning (TEP) unit within TPM is responsible for conducting, reviewing, and approving transportation engineering and planning studies, analyses and methodologies.
TEP seeks an ambitious and motivated candidate to serve as Junior Project Analyst, working with a multi-disciplinary team on designing and implementing complex transportation planning, safety, and engineering projects. The candidate will review and/or conduct traffic, bus, and pedestrian analyses for TEP to inform projects undertaken by TPM's Transit Development unit, and assist in the collection, review, summary and analysis of transportation data. The candidate will review and prepare Synchro and/or SimTraffic models using pavement marking plans, signal timing plans and traffic/pedestrian data. The candidate will ensure these models are properly calibrated to reflect observed field conditions in accordance with NYC DOT's calibration guidelines.
Additionally, the candidate, under the general supervision and guidance of TEP's Office of Project Analysis Director, will assist in the review of environmental studies under CEQR/SEQR/NEPA processes using the analytical procedures presented in the CEQR Technical Manual and assist in conducting a variety of traffic operation and safety studies following the Department's supplemental guidance on level-of-service analyses for signalized/unsignalized intersections and pedestrian elements (i.e., sidewalks, crosswalks, and street corners) using a variety of analysis tools including Highway Capacity Software (HCS), Synchro/SimTraffic, SIDRA, and other traffic simulation models (i.e., VISSIM, Aimsun, etc.) to develop and test improvement measures that ameliorate congestion, improve mobility, and enhance safety for all street users.
The candidate will also perform engineering reviews of schematic geometric designs and Design Approval Document/Preliminary Design Investigation reports for capital reconstruction projects and other transportation projects using the NYSDOT Project Development Manual, Highway Design Manual, Transportation Environmental Manual, and Local Projects Manual, as well as assist senior staff in organizing and preparing written reports and graphic materials for presentations, participate in technical and advisory committee meetings, and interact with other agency representatives on department studies and projects. The candidate will be expected to work both independently and collaboratively as part of a team and will primarily work in the office but may be asked to perform occasional field work.
Preferred Skills
Knowledge of, and proficiency with: HCS, Synchro/SimTraffic, SIDRA, AutoCAD, AutoTurn, and traffic simulation models (i.e., VISSIM, Aimsun, etc.), as well as knowledge of transportation engineering/planning principles and traffic/transportation impact studies conducted for environmental review purposes. Knowledge of Highway Capacity Manual (HCM), MUTCD, the AASHTO "Green Book", the CEQR Technical Manual, and the NYSDOT Project Development Manual, Highway Design Manual, Transportation Environmental Manual, and Local Projects Manual. Excellent writing and oral presentation skills preferred. Valid NYS Driver's License required.
