The Role:

The Assistant Chief Administrative Officer (ACAO) supports Kirkwood's Chief Administrative Officer (CAO) in the daily administration of city government, providing research, analysis, and recommendations on complex organizational, personnel, and management issues. Our ACAO directs and supervises the City's Purchasing, Human Resources, Information Technology, Fleet, and Safety functions; serving as Acting CAO in the CAO's absence; and representing the City before Council-appointed boards and commissions regularly.

Our Ideal Candidate:

Possesses a Bachelor's degree in Public Administration, Business Administration or closely related field and 10 years progressively responsible experience in public administration, including three years of leadership experience. A Master's degree in Public Administration, Business Administration or closely related field is preferred.

  • Thorough knowledge of public administration principles and local government organizational practices.
  • Working knowledge of current personnel management principles, employee benefit programs, and pension plan administration.
  • Ability to build effective working relationships with elected officials, board and commission members, department directors, employees, and residents.
  • Ability to conduct research, analyze information, and present clear, actionable recommendations.
  • Ability to evaluate programs and staff performance, and to supervise and develop the work of subordinate staff.
  • Ability to communicate effectively, tactfully, and transparently, both orally and in writing, including with the public and media.
