Under the general direction of the Director of the Filing Compliance Bureau (FCB), the incumbent serves as the Assistant Bureau Director and oversees both the Withholding Services and Compliance Section (WSCS) and the Filing Enforcement (FE) Program. The incumbent supports the Director in managing the Filing Division's compliance programs.
Through subordinate managers, the incumbent is responsible for administering the Non Wage/Non Resident Withholding Program and the Filing Enforcement Program. These programs identify and bring non filers and non wage earners into compliance with the Personal Income Tax and Corporation tax laws for the State of California. The incumbent also oversees education and outreach efforts designed to promote voluntary compliance, as well as enforcement activities and compliance actions.
The incumbent acts in an advisory capacity to the department's Executive Officer, Governance Council, Division Chiefs, the Filing Compliance Bureau Director, and departmental action committees on matters involving administration, enforcement, and non compliance related to Personal Income Tax and Corporation tax filing requirements. The incumbent provides recommendations on policies, strategies, and procedures to improve and enhance the Non Wage/Non Resident Withholding and Filing Enforcement programs.
In this role, the incumbent collaborates closely with the department's Legal team, the Taxpayer Advocate/Executive Liaison Team, the Legislative Services Bureau, and all department programs involved in applying, developing, evaluating, and maintaining regulations, rules, procedures, and publications that affect the taxpayer community. As a strategic business partner to Information Technology, the incumbent works with the technology management team to support business objectives related to the Integrated Non Filer Compliance (INC) and Withhold at Source System (WASS) and Filing Enforcement Enterprise Tax System.
Additional key responsibilities include budget planning and administration, organizational development, and resource management.

Working Conditions
This position is eligible for limited remote working within California based on departmental guidelines and operational need. FTB has a minimum in-office requirement of two days per week for all positions including those that are eligible for telework. This is subject to change.
