Position Summary:

The Customs Tariff Mitigation Lead is a Global Trade Compliance professional with deep expertise in U.S. and global customs regulations, duty mitigation programs, and import compliance requirements. This role serves as the subject matter expert and primary point of contact for duty mitigation initiatives, tariff impact analysis, Free Trade Agreement (FTA) management, and postentry activities across the Avionics Strategic Business Unit (SBU). The role advises leadership on complex compliance matters, supports emerging regulatory requirements, and ensures alignment with all applicable import and export regulations.

Role Overview:


This position requires technical expertise in international trade compliance, supporting the design, implementation, and monitoring of customs and trade compliance programs. The individual advises on regulatory matters, maintains compliance records, supports policy execution, and assists in evaluating and responding to emerging traderelated risks.

Key Responsibilities

  • FTA & Special Trade Program Management
  • Manage endtoend qualification and compliance for Free Trade Agreements, with emphasis on USMCA.
  • Lead initiatives involving FTZs, Customs Warehousing, Temporary Import Bonds, and other duty mitigation and special trade programs.
  • Compliance Program Management
  • Review trade compliance records to ensure adherence with U.S. and international regulatory requirements.
  • Advise leadership and internal partners on complex compliance program implementation.
  • Working within an established program and policies, ensure compliance with those policies.
  • Regulatory, Audit & Risk Management
  • Lead preparation of responses to government and regulatory inquiries, including CF28 and CF29 notices.
  • Monitor and communicate impacts of emerging regulations and geopolitical developments (Section tariffs, ADD/CVD, PGA requirements, etc.).
  • Support U.S. Customs programs including Reconciliation, CTPAT, and other CBP initiatives.
  • Provide expert guidance to Avionics operations and MRO sites to ensure consistent import compliance practices and identification of duty mitigation opportunities.
  • Training, Oversight & Internal Controls
  • Develop and deliver training on customs compliance, duty mitigation, and import/export controls.
  • Establish internal audit and assessment programs to evaluate the effectiveness of compliance controls.
  • Create and maintain procedures and work instructions to standardize processes across the SBU.
  • Operational & Tactical Support
  • Support import entry processes as needed to ensure continuity of operations.
  • Assist the SBU Global Customs Lead with strategic projects, process improvements, and team training.
  • Prepare presentations and reporting metrics for leadership.
  • Ability to travel up to 10%.

Duty Mitigation & Tariff Strategy

  • Serve as the Duty Mitigation Lead for the Avionics SBU, driving strategy, execution, and continuous improvement of duty mitigation programs.
  • Identify additional or new tariff opportunities in an ever changing environment.
  • Lead crossfunctional efforts to implement and optimize tariffrelated processes.
  • Act as liaison to other departmental leadership on all tariffrelated matters.
  • Manage U.S. Customs postentry processes, including postsummary corrections, duty drawback, reconciliation filings, and FTA reconciliations.
  • Analyze customs and trade data to identify tariff exposure and duty recovery opportunities.
  • Coordinate accurate, auditready documentation for all postentry claims.

Qualifications You Must Have:

  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience

Qualifications We Prefer:

  • 5-8+ years of experience in customs compliance, import regulations, or duty mitigation programs.
  • Strong knowledge of U.S. Customs regulations, HTS classification, valuation, FTAs, drawback, and postentry processes.
  • Demonstrated expertise in import/export compliance management and regulatory interpretation.
  • Experience developing or administering compliance programs, audits, and internal controls.
  • Bachelor's degree in International Business, Supply Chain, Trade Compliance, or related field; advanced degree preferred.
  • Excellent analytical skills and familiarity with customs data systems and ERP trade modules.
  • Experience within aerospace, defense, or complex manufacturing industries.
  • Knowledge of Avionics operational structures, supply chain processes, and MRO logistics.
  • Experience with duty mitigation mechanisms such as 9801/9802, TIBs, DutyFree Entry (Military), Civil Aircraft Exemption, Bonded Warehouse, and FTZs.
  • Licensed Customs Broker preferred but not required.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels.
