Every day brings new challenges and rewards!**Job Description:**The City of Idaho Falls is currently accepting applications for an Assistant Airport Director. In this position you will provide senior-level leadership, oversight, and management for the safe, secure, efficient, and customer-focused operation of airport facilities. This position assists the Airport Director in planning, directing, and evaluating airport operations, maintenance, safety, security, emergency preparedness, regulatory compliance, capital projects, budgeting, and stakeholder coordination.The Assistant Airport Director serves as a key advisor to the Airport Director and may act on behalf of the Airport Director in their absence or during emergencies. The position requires strong operational judgment, regulatory expertise, financial discipline, and the ability to lead cross-functional teams in a complex, twenty-four hours a day and seven days a week airport environment.SUPERVISION RECEIVED Works under the general direction of the Airport Director. SUPERVISION EXERCISED Provides direct supervision to the Airport Operations Manager, Airport Security Manager, Facilities Manager, and other assigned staff. Provides indirect leadership to other department staff and divisions.**Essential Functions**Assists the Airport Director in the overall administration, management, and operation of the Idaho Falls Regional Airport.Leads assigned divisions, which may include airport operations, terminal operations, landside operations, maintenance, facilities, public safety, security, emergency management, airport technology, and asset management.Through subordinate staff, oversees daily airport operations to ensure safe, efficient, secure, and compliant services to pilots, passengers, tenants, and the general public. Provides excellent customer service at all times.Ensures compliance with applicable local, state, and federal rules, regulations, and laws.Develops, administers, and maintains regulatory plans directly or through subordinate staff, including, but not limited to, the Airport Certification Manual, Airport Emergency Plan, Airport Security Program, Irregular Operations Plan, stormwater plans, Wildlife Hazard Management Plan, Snow and Ice Control Plan, Safety Management System Plan, and other regulatory documents.Through subordinate staff, oversees airfield inspections, condition reporting, Notice to Airmen coordination, safety inspections, and corrective action plans.Leads, coordinates, or supports airport emergency response activities, irregular operations, severe weather response, incident command functions, and operational recovery.Facilitates, prepares, and implements training programs. Ensures timely training is conducted and completed with a high degree of effectiveness and thoroughness.Coordinates with the FAA, TSA, airlines, tenants, law enforcement, fire/rescue, emergency management agencies, contractors, consultants, vendors, and other airport stakeholders.Develops, implements, and monitors short-, medium- and long-term operational goals for assigned divisions and staff to further the mission of the airport and city.Supports capital improvement planning, project coordination, construction phasing, operational impact reviews, and facility maintenance planning.Performs project management work from planning, design, construction, and project closeout related to assigned projects and in coordination with subordinate and superior airport staff.Assists in the preparation of the annual budget and capital budgets.Implements the annual budget for assigned divisions within the department ensuring appropriate fiscal responsibility and coordination of needs within the department.Prepares reports, briefings, presentations, memoranda, business analyses, and agenda materials for executive leadership, boards, commissions, elected officials or other stakeholders. Periodic attendance at meetings is required.Reviews operational statistics, reports, performance metrics, incident reports, inspection findings, budget information, and trend analysis to recommend improvements.Conducts research, reviews industry trends, and monitors legislative activity related to airport operations, security, emergency management, regulatory compliance, and assigned areas of responsibility. Makes recommendations to the Airport Director in relation to this research.Promotes a culture of safety, accountability, operational excellence, customer service, collaboration, and continuous improvement.Supervises staff including hiring, training, evaluating performance, and implementing performance improvement actions. Makes recommendations regarding discipline, and termination.This position is considered essential personnel and is subject to being on call as well as being recalled for emergencies, irregular operations, severe weather, special events, or other operational needs.Performs other duties as assigned.MINIMUM QUALIFICATIONSEducation and Experience:A bachelor’s degree in airport management, aviation management, security, business administration, public administration, emergency management, or a closely related field is required.Seven (7) years of progressively responsible experience in airport operations, airport management, aviation administration, airport maintenance, security, emergency management, transportation, or a closely related field is required. Experience at a commercial service airport operating under 14 CFR Part 139 is preferred.At least three (3) years of supervisory, management, or project leadership experience is required. Experience with budgets, capital improvement plan implementation, emergency management, safety programs, regulatory compliance, and interagency coordination is preferred.**Knowledge, Skill, and Ability**Knowledge of: commercial service and general aviation airport management principles and practices; local, state, and federal laws and regulations related to airport operations, security, and emergency management; 14 CFR Part 139 requirements; National Incident Management System (NIMS) and Incident Command System (ICS); Safety Management System (SMS) principles and process improvement; operational requirements related to construction on and adjacent to airports; safety practices and principles related to aviation operations; human resources, relations, supervision, and management.Skill in: interpersonal relationships; negotiating contracts for supplies, services, and work product; budget preparation and implementation; utilizing informational technology systems for both hardware and software; utilization and understanding of access control systems and their fundamental purposes; operations of passenger vehicles and equipment associated with the operation of an airport; written and oral communication; effective decision-making.Ability to: Collaborate with support agencies including airlines, Federal Aviation Administration, Transportation Security Administration, city departments, and airport tenants; manage employees, events, contracts, diverse work groups, emergency situations, and customer interactions; communicate effectively orally and in written form; respond and address incidents and emergencies associated with a workplace that operates twenty-four hours a day and seven days a week; establish and achieve individual, subordinate, and organizational goals; define, implement, and complete complex projects of a varying nature; establish and maintain effective working relationships; research topics applicable to airports, prepare reports, and recommend appropriate action; act independently with sound judgement in operationally and safety critical situations.**Work Environment**Work is performed in both office and airport operational environments, including the terminal, airfield, landside areas, maintenance facilities, construction sites, secured areas, and the Airport Operations Area (AOA). The position may involve exposure to aircraft operations, vehicle traffic, loud noise, adverse weather, snow and ice control activities, construction activity, uneven surfaces, wildlife hazards, fumes, dust, and other airport-related operational hazards.Duties require the ability to communicate clearly, hear radio and verbal communications, observe operational conditions, operate computers and office equipment, and exercise sound judgment in routine, irregular, and emergency situations. Periodic travel may be required in the normal course of job performance.Hand-eye coordination is necessary to operate computers and various pieces of office equipment. Essential functions require talking, hearing and seeing. Common eye, hand, finger dexterity.
