Job Summary

ECTC is seeking a Chief Operations Officer to manage on-site and in person the non-academic administrative units of the college, which may include but are not limited to facilities, capital projects development and implementation, information technology, auxiliary services, and safety in compliance with KCTCS, state, and other governing policies.

Job Duties:

Serves as a member of the Chancellor's leadership team, providing input on the development and implementation of college priorities and initiatives.
Provides leadership, policy direction, and general oversight to staff in the operational unit.
Builds and manages high-performing teams, fostering collaboration, accountability, and innovation.
Assist the Chancellor in developing and strengthening community partnerships.
Provides strong on-campus leadership for the college in developing a shared vision and creating, refining, and implementing the college's strategic plan.
Ensures implementation of the operating procedures of each unit in accordance with the KCTCS policies and procedures, rules of the appropriate academic senate, rules of the college, and other applicable regulations.
Is knowledgeable of all KCTCS policies and procedures and responds appropriately to operational issues.
Consults with management on day-to-day financial and operational issues to maintain effective communication among all units.
Oversee campus safety, security, and emergency preparedness and lead the campus Crisis Management Team.
Builds and manages high-performing teams, fostering collaboration, accountability, and innovation.
Evaluates operations, identifies campus inefficiencies, and implements improvements to streamline workflows and reduce costs.
Ensures the optimal use of campus facilities and equipment, including the effective assignment and management of classrooms, offices, and shared spaces to support institutional priorities.
Assures legal compliance with laws, Minger/Clery Acts, Environmental Health & Safety Assessment, and Emergency Operations Plan.
Other duties as assigned by the Supervisor.

Minimum Qualifications:

Position Requirements:
Education: Typically requires an advanced degree (Master's, PhD, etc.) or the highest directly-applicable professional certification or equivalency. Five years of related supervisory experience and experience leading multiple departments within an organization.
