Project Summary
Tetra Tech is preparing to bid on the World Bank's regional Advisory Services and Analytics (ASA) initiative - Trusted Data Sharing and Reuse in Central Asia - to support the development of a strategic, comparative legal assessment that examines the state of national legal and policy frameworks for data governance, benchmarks them against international good practice, and identify opportunities for both country-specific reform and regional harmonization in Central Asia. • Lead and coordinate the production of case studies of comparative international and regional best practices.
• Lead and coordinate the preparation of a regional synthesis report that compares the legal and regulatory frameworks of Kazakhstan, Kyrgyz Republic, Tajikistan, and Uzbekistan, highlighting key divergences, shared challenges, and areas for potential harmonization or coordinated reform.
• Participate in consultation and validation activities with government regulators, policy makers, industry representatives and legal experts Assess the "de facto" implementation of regulations, including operational status of data protection authorities, institutional oversight capacity, enforcement mechanisms, and technical standards.
