Job Summary
Milwaukee Public Schools is actively recruiting qualified candidates for the Analyst I - Environmental Health position.
The Analyst I - Environmental Health position p erforms lead risk assessments, lead-based paint inspections and lead abatement oversight; represents the Department of Facilities and Maintenance Services with respect to environmental and safety compliance; under the direction of the Supervisor - Environmental Health & Safety, performs inspections, conducts testing, provides evaluations and issues reports regarding environmental activities.

Other Information
Knowledge, Skills and Abilities:

• Possess a working knowledge of applicable regulations including, but not limited to: USEPA, OSHA, DOT, WDNR, SPS, and DHS
• Monitor outside contractors and 10 or less laborers or other trades workers as assigned.
• Must have adequate computer skills in Google suite software.
• Geographical Information Systems (GIS) skills are preferable
• AutoCAD Skills are preferable. Demonstrate experience in writing technical reports as well as general correspondence. Effectively communicate technical and legal information both verbally and in writing.
• Good physical condition as evidenced by successful completion of City of Milwaukee medical examination, including cardiopulmonary assessment.
• Must be able to work with a diverse population of customers.
• Ability to work cooperatively as well as independently is necessary.

Working Environment:

• Typical office or school environment as well as construction/remediation/abatement sites.
• May be required to travel around the city of Milwaukee.

Physical Demands:

• Must be able to wear various personal protective equipment including respirators. Maintain a clean-shaven face as required by negative pressure respirators.
• Climb and work at heights, in tunnels and confined spaces.
• Work in hot, dusty, odorous and noisy environments; and operate complex testing equipment.

Qualifications
Eligible applicants MUST meet the following:
Education Requirements:

• Bachelor's degree in chemistry, physical science, environmental health, engineering, or related field from an accredited college.

Experience Requirements:

• Must have at least three (3) years of proven experience in contract enforcement and managing major environmental projects including asbestos, lead, sub-surface contamination, indoor air quality, and hazardous materials.
• Ideal candidates are a Wisconsin certified Lead Risk Assessor at the time of application.
• The ability to obtain all Lead Risk Assessor certification within six (6) months of appointment, if the candidate does not already have the certification at the time of the appointment.
• Additional experience within a school setting of conducting building inspections.
• Additional experience conducting environmental site assessments, coordinating the disposal of hazardous materials other than asbestos, conducting indoor air quality investigations and completing SARA Tier II reports is desired.

License and Certification Requirements:

• Valid State of Wisconsin motor vehicle operator's license and availability of a properly insured personal vehicle at time of appointment and during employment.

*A combination of education and experience may be substituted in lieu of a degree.
Responsibilities

• Coordinate disposal of various waste streams in compliance with regulations.
• Investigate environmental complaints received from MPS administrative staff, teachers, and parents, and issue technical reports of findings.
• Update floor plans in AutoCAD in response to building renovations in order to maintain compliance with AHERA mandated timelines.
• Monitor safe work practices of outside contractors used to abate or remove hazardous or regulated materials (i.e., asbestos, lead, fuels, etc.).
• Inspect MPS facilities for chemical and physical hazards, and coordinate remediation activities.
• Inspect for city, state, and federal violations in such areas as toxic and hazardous substances, water supply, noise, and other environmental issues.
• Conduct air quality tests to document the presence and magnitude of both chemicals, substances, and other parameter that may adversely impact air quality and MPS's compliance with applicable regulations.
• Design and execute remediation activities as required.
• Assist in the monitoring of Permissible Exposure Levels of the Department of Facilities and Maintenance personnel.
• Maintain and calibrate equipment used for sampling, monitoring and personal protection.
• Actively supports the MPS Strategic Plan.
• Performs other duties as assigned.
