Job description

Responsibilities

Manage the grants approval process (pre and post), providing technical support for solicitation and development of investment proposals; prepare and convey grant award documents; conduct project management conferences with recipients; conduct research, analysis, and strategic planning of socioโ€‘economic data to assess regional economic strengths, weaknesses, and trends; review state, regional, and local economic development strategies for compliance with EDA guidelines.

Qualifications

Qualification requirements are based on OPM Qualification Standards Handbook.

  • Specialized experience: one year of experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. For GSโ€‘09 this is equivalent to GSโ€‘07; for GSโ€‘11 equivalent to GSโ€‘09; for GSโ€‘12 equivalent to GSโ€‘11. Specialized experience includes assisting with grant applications, investments, data analysis for economic trends, investment strategies, and negotiation with staff or community partners.
  • Education options:
    • Masterโ€™s or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B./J.D. for GSโ€‘09.
    • Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree, or LL.M. for GSโ€‘11.
    • Education cannot substitute for experience at GSโ€‘12.
  • Combination of education and experience may also satisfy each grade level.
Background Investigation

Position requires a background investigation and favorable adjudication to establish security eligibility. Designated as Nonโ€‘Sensitive/Low Risk.

ARPA Hiring

This position is being filled under the American Rescue Plan Act (ARPA). Employees will be hired as a Schedule A employee under the Excepted Service for up to two years.
