POSITION: EIS Program Director

DEPARTMENT:Argus Community Early Intervention Services (EIS)

REPORTS TO: VP, Care Coordination Services

POSITION SUMMARY

The EIS Program Director supervises the overall implementation of the EIS Program, supervises EIS staff, works as leader of the EIS team to increase the availability of HIV testing, make counseling and HIV testing available on and offsite, provide testing to all participants so they can learn their HIV serostatus, and refer those who test positive to an HIV medical care facility.

Key Functions/Responsibilities:

  • Supervises EIS Health Educators/STI Testers
  • Maintains collaborative relationships with staff of Argus program sites and staff of EIS Program partner sites.
  • Works with Site Directors/Healthcare Coordinators/Counselors to identify those individuals who are actively receiving treatment for a substance use disorder in an OASAS-certified program and whose HIV status is unknown to them.
  • Uses culturally sensitive best practices to increase the availability and offering of rapid HIV testing.
  • Ensures Pre-test and post-test counseling sessions and HIV testing are to be delivered in a confidential manner, although pre-test counseling is not a pre-requisite to testing.
  • Supports provision of HIV/AIDS awareness/education sessions including but not limited to HIV prevention, risk reduction, Syringe Exchange Programs, HCV, and PEP and PrEP.
  • Ensures that individuals who test positive are successfully linked to HIV/AIDS medical care including confirming kept initial appointments while maintaining compliance with confidentiality regulations including NYS OASAS 42 CFR.
  • Ensures referrals are made for those who test positive to supportive services including but not limited to mental health care, Health Home or Ryan White care management/care coordination, entitlements services, syringe exchange programs, NYC DOHMH partner notification services, and peer support programs.
  • Oversees maintenance of client case records that delineate involvement in the service and are maintained in accordance with applicable state and federal confidentiality laws.
  • Supervises EIS program data collection from Argus and partner sites, data entry, including supporting documentation in AWARDS Foothold portal.
  • Supervises, when possible, billing of Managed Medicaid, Medicare, or Private Third Party Insurance Payors for applicable services rendered.
  • Supervises appropriate documentation of counseling and educational sessions, organized fling system, and submission of all paperwork and documentation to by designated deadline.
  • Supervises health education and workshop event planning.
  • Attends all required staff meetings and trainings.
  • Prepares OASAS narrative and fiscal reports for review by VP of Care Coordination Services prior to submission.
  • Orders testing and health education supplies as needed with VP approval.
QUALIFICATIONS AND EXPERIENCE
  • Bachelor’s in social sciences, social work, sociology, human services, psychology or public health
  • Certification as an HIV Pre-test/Post-test Counselor
  • 2+ years of public health supervisory experience
  • Strong interpersonal skills demonstrative of empathy and support
  • Demonstrate ability to work collaboratively
  • Ability to travel to OASAS-certified sites
