They must adhere to building codes and safety regulations, while simultaneously satisfying the expectations of the clients who contract them. Architects touch every aspect of a building. They meet with clients to assess all fundamental requirements and restrictions for the project, and afterward create and draw up the initial concept and design. These proposed plans will include every detail of the building, from structural design to electrical systems to exterior aesthetics. There may be several iterations between an architect and a client before the final design is solidified. Once the plan is set, an architect often assists the client with acquiring a construction crew, and may even frequent the building site of that project to ensure that timelines and quality standards are being met. Throughout a project, an architect is instrumental in the selection of the building site, cost analysis prep and budgeting plans, and mediation between the construction crew and the client. It is the responsibility of the architect to make sure that everything runs smoothly and the vision is carried out correctly and efficiently.

  • Civil, Structural, and Architectural Project Manager

Technical & Engineering Consulting LLC is seeking an experienced Civil, Structural, and Architectural (CSA) Project Manager to support a major capital expansion project within a leading pharmaceutical manufacturing facility in Carolina, Puerto Rico.

This role is ideal for a project management professional with strong experience leading capital projects involving civil, structural, and architectural construction within highly regulated pharmaceutical or industrial manufacturing environments. The selected professional will serve as the Owner's Representative, overseeing projects from conceptual design through operational verification while ensuring safety, quality, schedule, and budget objectives are achieved.

Key Responsibilities
  • Lead pharmaceutical manufacturing capital projects from concept through commissioning and operational verification.
  • Serve as the Owner's Representative, ensuring project execution aligns with business objectives, owner expectations, and technical requirements.
  • Manage and oversee civil, structural, and architectural construction activities, including site development, building structures, architectural finishes, and exterior systems.
  • Supervise the construction of facility structures and architectural components, ensuring compliance with applicable building codes, engineering standards, and project specifications.
  • Coordinate multidisciplinary teams including engineering, construction, contractors, project managers, and key stakeholders to ensure successful project delivery.
  • Develop and manage project execution plans, schedules, budgets, resource plans, and risk mitigation strategies throughout the project lifecycle.
  • Monitor project scope, schedule, budget, quality, and risks while ensuring timely execution and successful project outcomes.
  • Review engineering drawings, construction documents, technical specifications, and contractor deliverables for completeness and compliance.
  • Evaluate, review, and provide recommendations on change orders to ensure modifications are technically justified, cost-effective, and aligned with project objectives.
  • Perform routine site walkdowns to monitor construction quality, safety, progress, and contractor performance.
  • Ensure compliance with cGMP requirements, OSHA regulations, building codes, engineering standards, and company policies and procedures.
  • Develop and maintain project safety and environmental execution plans while promoting a "Safety First, Quality Always" culture across all project activities.
  • Maintain project documentation, financial reporting, project controls, and stakeholder communications.
  • Identify technical issues, construction challenges, and project risks while implementing effective corrective actions.
  • Provide engineering expertise and technical guidance throughout the project lifecycle.
  • Facilitate communication between project governance teams, business partners, contractors, and internal stakeholders to support timely decision-making and issue resolution.
Required Qualifications
  • Bachelor's Degree in Engineering or related technical discipline.
  • Minimum 5 years of capital project management experience within pharmaceutical or industrial manufacturing environments.
  • Experience managing projects valued at $5 million or greater.
  • Strong understanding of:
