Job description

Purpose/Description

Under general supervision, as part of an assessment appraisal team, the Property Appraiser 2 performs responsible appraisal and assessment work.

The Property Appraiser 2 performs maintenance, clerical, and appraisal technician support. This position, with an understanding of appraisal systems, policies, and procedures, performs or supervises the examination, verification and maintenance of property assessment valuation and appraisal data. The Property Appraiser 2 also performs technical audit functions, develop, or install revised appraisal procedures.

  • Educational Requirements
    • High School Diploma or equivalent;
  • Experience Requirements
    • 1 (one) year of experience involving supports and maintenance of real estate, title, or appraisal records or
    • 1 year as a Property Appraiser 1
    • Valid State of Michigan Operator license. Employees in this class will be required to provide and operate a motor vehicle on a reimbursed mileage basis.
    • Persons certified or promoted to this class must have and maintain a valid Michigan Certified Assessment Technician (MCAT) designation or above. Failure to maintain the certification will be evaluated at the end of the initial six-month probationary period with a conditional six-month extension possible, after which, failure to comply may lead to termination or demotion back to the prior classification if applicable.
  • Required Knowledge
    • Clerical - Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, stenography and transcription, designing forms, and other office procedures and terminology.
    • Customer and Personal Service - Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
    • Principles, methods, and practices of one or more categories of real and/or personal property appraisal and their application to tax assessment.
    • State of Michigan laws relating to assessment.
    • Information technology as it applies to appraisal assessment functions.
  • Required Tasks
    • Sorts and files correspondence, and performs miscellaneous clerical duties such as answering telephones, and responding to correspondence.
    • Interviews taxpayers, realtors, contractors, builders, and other relevant parties to obtain information needed to appraise and, subsequently, assess real property.
    • Compiles and analyzes data on construction costs, sale prices, leases and other factors affecting land and building values.
    • Prepares and/or revises land value and tax maps and real property descriptions.
    • Calculates appraisal and assessment values from collected data.
    • Investigates and resolves taxpayer complaints, Board of Review and/or Michigan Tax Tribunal petitions, and requests for property tax exemption.
    • Classifies and organizes assessment data for presentation.
    • Defends assessments at all levels of appeal, as required.
    • Investigates and makes recommendations on taxpayers' requests for property tax exemption.
    • Explains assessment appraisals and procedures to taxpayers.
    • Maintains property assessment records.
    • Enters vacant and/or vandalized buildings to determine extent of damage and remaining value.
