Job Summary
The Clark County Assessor's Office has an opening for two full-time residential appraiser positions. Each position may be filled at the Appraiser I, II, or III level depending on the applicant's experience. External employees with Appraisal experience would typically be hired at the Appraiser II level. Please see the salary ranges for each level in the Qualifications section below.
We are seeking self-motivated, goal-oriented individuals with strong analytical skills and the ability to thrive in a fast-paced, high-volume environment. The ideal candidate is eager to join a collaborative team of professionals committed to public service in the field of mass appraisal.
Residential Appraisers conduct appraisals of urban and rural residential properties in accordance with office practices, procedures, and established guidelines within a high-volume, fast-paced environment. Appraisals cover land, single-family residences, 2-4 plexes, farm buildings, and other small structures.
Responsibilities include all aspects of the mass appraisal approach to value, including visual and physical property inspections, sales analysis and verification, land valuation, statistical adjustment, application of cost tables, and market analysis, among other duties as assigned. Appraisers must also present clear, compelling, and well-documented evidence at Board of Equalization hearings to support assessed values.
All properties are physically inspected during the revaluation cycle to verify property characteristics. Appraisers document changes and add new construction value to the tax roll. This position requires physically measuring structures, creating and reading maps, and evaluating site plans and building specifications - work that often takes place outdoors in adverse weather conditions and may involve walking over undeveloped or sloped terrain, crawling under or over barriers, and climbing ladders or steep stairways.
In addition to fieldwork, appraisers perform extended computer work in the office, analyzing electronic data, maps, and real estate information, and updating property records. Appraisers respond to a full range of property owner concerns and questions regarding value, including investigating, determining, and initiating corrections, and providing written and oral responses. Occasionally, for cross-training purposes, a residential appraiser may assist commercial and industrial appraisers with inspections of complex structures, which may require walking on elevated walkways (catwalks) and through mechanical areas.
Appraiser positions are represented by Local 17, Professional and Technical Employees.

Qualifications
Education and Experience:
Appraiser I: An associate's degree with major course work in business, math, or a related field and three to six months of experience with appraisal principles as may be acquired in technical appraisal related positions. Completion of the State Appraiser Accreditation or the IAAO Course I is required within six months of hire.
Appraiser II: An associate's degree with major course work in basic appraisal, market analysis, construction materials or mass appraisal and two years of prior appraisal experience which includes application of principles of mass appraisal. Completion of State Appraiser Accreditation is required within six months of hire.
Appraiser III: A bachelor's degree with major course work in business administration, market analysis, appraisal, economics or a related field and three to five years prior appraisal experience. Department of Revenue accreditation and Real Property Appraiser Competency must be achieved within six months of appointment.
The degree must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education, and official transcripts will be required at the time of hire.
All combinations of education, experience, and training that demonstrate the ability to perform the work will be considered.
The ideal candidate will have the following strengths:

• Experience and education in statistics or in performing complex data analysis.
• Excellent Microsoft Office skills, especially in Excel and the ability to quickly learn various computer applications including drawing programs, databases, and other appraisal tools including PACS, CamaCloud, RapidSketch, RMLS, Google Earth, etc.
• Familiarity with USPAP (Uniform Standards of Professional Appraisal Practices) and URAR (Uniform Residential Appraisal Report) is preferred.
• Proven customer service skills, both written and verbal.
• Experience and success working in a collaborative team-based environment.
• Ability to travel and attend full-day training courses requiring overnight stays of up to five nights.

• Continuing education in appraisal methodologies is preferred.

• Possession of a valid driver's license and proof of insurance. Daily access to a vehicle.
• Ability to sit and perform computer work on a mobile tablet in a vehicle for five to six hours per day.

The successful candidate will be hired at the Appraiser I, II or III level depending on related qualifications.
Knowledge of: principles and practices of appraisal of residential property; electronic mapping programs; computerized applications; and professional business practices.
Ability to: communicate effectively both verbally and in writing. Use sound judgment when analyzing and reporting appraisal information. Establish and maintain effective working relationships; perform work sitting at a desk or driving in a car for lengthy periods of time; walk/climb over rough terrain or construction areas.
REMOTE WORK (OR/WA Only): The successful applicant must have access to high speed internet service and the ability to work remotely in an environment conducive to completing work assignments. Currently, appraisers have remote work options and various schedule options. Management has not established a timeframe for when appraisers will return to the traditional office setting. New hires should expect to primarily work from the office in the Public Service Center during the probationary period. Typical days will either be spent entirely inside the office or leaving the office for field inspections and onsite visits with taxpayers.

It is the general policy of the County that new employees should be hired at the lower steps of the applicable range and advance through the range at the normal progression.
Examples of Duties
Duties may include but are not limited to the following:

• Collect and analyze property sales information and research sales information to verify sales quality.
• Initially under close supervision, inspect real property by field visits; interact with and interview property owners at their front door, verify data base characteristics, input data and document change.
• Learn principles of mass appraisal and how to conduct annual adjustment using statistical studies and data to adjust property values.
• Under close supervision, physically inspect new construction properties involving verification of structural quality and characteristics and preparation of building drawings and photographs.
• Listen and respond to property owner concerns; verify accuracy of property records; refer the property owner to the appropriate individual.
• Conduct valuation research and prepare reports for appeal responses to the Clark County Board of Equalization.
• Ensure timely maintenance is performed by county fleet services to an assigned vehicle
• Perform related property appraisal work.

Appraiser I: $28.12 - $32.06 per hour
Appraiser II: $33.26 - $37.90 per hour
Appraiser III: $36.16 - $48.82 per hour
