Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.
QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
SPECIALIZED EXPERIENCE: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower-level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate:

  • Experience applying budgetary, fiscal, and resource-related analysis methods to evaluate and support complex tax administration programs, examination activities, and compliance initiatives involving domestic and/or international tax matters.
  • Experience working on major tax program segments and functional responsibilities involving the application of tax laws, compliance programs, examination processes, industry practices, and/or international tax issues.
  • Experience applying technical methods, principles, and practices to analyze complex tax issues, interpret tax guidance, evaluate compliance concerns, and develop resolutions that support program objectives.
  • Experience applying applicable U.S. revenue procedures for requesting competent authority assistance involving relief from and prevention of double taxation, transfer pricing issues, related international guidance, settlement documentation, and advising taxpayers or IRS personnel on complex international tax matters.
  • Experience interpreting and applying the Internal Revenue Code, tax treaties, regulations, court decisions, rulings, and other guidance to analyze and resolve complex domestic and international tax issues.
  • Experience applying auditing, accounting, examination, and compliance principles and techniques to analyze complex returns, transactions, industry issues, and tax compliance matters.

AND
You must also meet the following requirement(s):

  • TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
