Job description

The New York City Department of Education (NYC DOE) seeks a qualified contractor to provide comprehensive project management, business analysis, application support, testing, training, data management, business intelligence, and reporting services for its Special Education systems. The project supports the implementation and ongoing enhancement of the ATLAS platform, modernization of Special Education applications, development of regulatory and operational reports, maintenance of enterprise data repositories, user training, and continuous operational support. The Contractor will provide a multidisciplinary team of technical and functional experts to ensure the successful delivery of system enhancements, data integration, reporting solutions, quality assurance, and end-user support while maintaining compliance with federal, state, and NYC DOE Special Education requirements.
The Application Test Analyst is responsible for planning, developing, executing, and maintaining comprehensive testing activities to ensure Special Education applications, reports, and system enhancements meet business, functional, technical, and regulatory requirements. The analyst develops automated and manual test cases, validates software functionality, supports User Acceptance Testing (UAT), documents test results, and collaborates with business and technical teams to ensure high-quality system releases.
RESPONSIBILITIES
  • Design, develop, execute, and maintain manual and automated test plans, test cases, and test scripts.
  • Validate application functionality against business and technical requirements.
  • Perform system, integration, regression, functional, and User Acceptance Testing (UAT).
  • Identify, document, track, and verify software defects through resolution.
  • Execute SQL queries to validate data integrity, data transformations, and reporting accuracy.
  • Develop and maintain user documentation, technical documentation, and testing process documentation.
  • Collaborate with business analysts, developers, project managers, and end users to resolve application issues.
  • Maintain traceability between business requirements, test cases, and test results.
  • Support release validation and production deployment activities.
  • Ensure software releases comply with NYC DOE quality standards and project methodologies.
  • Participate in project planning, requirements reviews, and design walkthroughs to identify potential quality risks early in the development lifecycle.

REQUIRED SKILLS & QUALIFICATIONS
  • Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field (or equivalent experience).
  • 5+ years of experience in software quality assurance and application testing.
  • Experience developing both manual and automated test scripts.
  • Strong experience performing functional, integration, regression, system, and User Acceptance Testing (UAT).
  • Proficiency writing and executing SQL queries for data validation and database testing.
  • Experience with Application Lifecycle Management (ALM) tools, including HP Quality Center (HPQC)/Micro Focus ALM.
  • Experience using test automation tools and defect tracking systems.
  • Knowledge of Software Development Life Cycle (SDLC) methodologies, including Agile and Waterfall.
  • Ability to create clear test plans, test cases, defect reports, and testing documentation.
  • Strong analytical, troubleshooting, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Experience supporting enterprise applications, reporting systems, and data validation in large government or public-sector environments is preferred.
